About this file

This document is an addendum to the instructions to offerors and evaluation criteria for a commercial items procurement conducted under FAR Part 12 procedures.

The Department of Veterans Affairs National Cemetery Administration is seeking vendors to provide rental services for the National Memorial Cemetery of Arizona's annual Memorial Day ceremony. Required items include tents, chairs, audio/PA systems, and portable toilets, with vendors responsible for delivery, setup, and teardown. Proposals are due April 20, 2026 at 10:00 a.m. CST, with a question period open from April 9-13, 2026 at 1:00 p.m. CST. Offerors must submit a complete package including a completed SF 1449, price schedule, acknowledgment of any amendments, and responses to evaluation factors. Prices will be held firm for 60 calendar days from the solicitation closing date. Submissions should be emailed to Contracting Officer Stacey Lewallen at Stacey.Lewallen@va.gov with the solicitation number 36C78626Q50139 in the subject line.

Award will be made using a lowest-price technically acceptable (LPTA) approach to the offeror offering the best value to the Government. Technical acceptability is evaluated on two factors: written confirmation of ability to furnish items per the Statement of Work and meet required delivery dates, and submission of two references for similar scope of work. Offerors who fail to meet technical acceptability criteria are ineligible for award. The Government reserves the right to conduct discussions with offerors if deemed in its interest, though it intends to evaluate and award without discussions. Any changes to solicitation files without written consent from the Contracting Officer may result in elimination from consideration.

E.2 52.212-2 EVALUATION – COMMERCIAL ITEMS (OCT 2014)

(A) BASIS OF AWARD: This procurement is being conducted pursuant to FAR Part 12 procedures.

The Government intends to award a contract resulting from this solicitation to the responsible offeror who offers the lowest price, whose quoted price is found to be reasonable, and whose quote is found to be technically acceptable when considering the non-price evaluation factors described below. Offerors who fail to meet any technical acceptability evaluation factors below will not be eligible to receive contract award.

Evaluation Factors. Evaluation of offers will be made using procedures under FAR Part 12.203. Offers will be evaluated in accordance with the following factors and sub-factors:

Factor 1: Technical Capability

FACTOR 1 – Technical Capability:

Subfactor 1a: Please provide a short-written confirmation of ability to furnish the items needed in accordance with the Statement of Work, and ability to meet required dates that support this event to include delivery of items and set-up/tear down.

Subfactor 2b: Please provide two (2) references for the same or similar scope of work you have provided services for successfully.

(B) EVALUATION PROCESS: Quotes will be evaluated in the following manner. The lowest-priced Quote will be identified. If the quoted price is found to be reasonable, the quote will be evaluated to determine if the quote takes exception with any of the requirements for this procurement specified in the solicitation. If the quote does not take exception with any of the requirements for this procurement, the offeror who submitted this quote will be determined as the “successful offeror.” The Contracting Officer/technical evaluation team will then determine if the successful offeror is technically acceptable using the technical evaluation factors applicable to this procurement. If contract award cannot be made to the successful offeror, the Contracting Officer will evaluate the next lowest-priced proposal following the procedures described above. This process will continue until a contract award can be made, or the Contracting Officer determines that no contract award can be made. The Government intends to evaluate quotes and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions at any time if determined by the contracting officer to be in the Government’s interest.
