About this file

This file is an Instructions to Offerors document that provides guidance for submitting proposals to a competitive solicitation for Memorial Day rental services at the National Memorial Cemetery of Arizona. The Department of Veterans Affairs National Cemetery Administration is seeking vendors to provide tents, chairs, audio PA systems, and portable toilets with delivery, setup, and teardown services for an annual Memorial Day ceremony. Proposals must be submitted by April 20, 2026, at 10:00 a.m. CST to Stacey Lewallen, the Contracting Officer, via email at Stacey.Lewallen@va.gov with the subject line "36C78626Q50139_Company Name." A question and answer period is available from April 9–13, 2026, at 1:00 p.m. CST. Offerors must hold their quoted prices firm for sixty calendar days from the solicitation closing date.

This is a Lowest Price Technically Acceptable (LPTA) award evaluation conducted under FAR Part 12 procedures for commercial items. The Government will award the contract to the responsible offeror with the lowest reasonable price whose quote is technically acceptable. Technical acceptability requires offerors to provide a written confirmation of their ability to furnish the required items according to the Statement of Work and meet required delivery and setup/teardown dates, as well as provide two references for similar work performed. Offerors must submit a completed GSA Form 1449, an acknowledged price schedule, and all requested evaluation materials. Incomplete submissions or those that make unauthorized changes to solicitation documents may be eliminated from consideration. The Government reserves the right to conduct discussions with offerors if determined to be in its interest, though award is intended without discussions.

E.2 52.212-2 EVALUATION – COMMERCIAL ITEMS (OCT 2014)

(A) BASIS OF AWARD: This procurement is being conducted pursuant to FAR Part 12 procedures.

The Government intends to award a contract resulting from this solicitation to the responsible offeror who offers the lowest price, whose quoted price is found to be reasonable, and whose quote is found to be technically acceptable when considering the non-price evaluation factors described below. Offerors who fail to meet any technical acceptability evaluation factors below will not be eligible to receive contract award.

Evaluation Factors. Evaluation of offers will be made using procedures under FAR Part 12.203. Offers will be evaluated in accordance with the following factors and sub-factors:

Factor 1: Technical Capability

FACTOR 1 – Technical Capability:

Subfactor 1a: Please provide a short-written confirmation of ability to furnish the items needed in accordance with the Statement of Work, and ability to meet required dates that support this event to include delivery of items and set-up/tear down.

Subfactor 2b: Please provide two (2) references for the same or similar scope of work you have provided services for successfully.

(B) EVALUATION PROCESS: Quotes will be evaluated in the following manner. The lowest-priced Quote will be identified. If the quoted price is found to be reasonable, the quote will be evaluated to determine if the quote takes exception with any of the requirements for this procurement specified in the solicitation. If the quote does not take exception with any of the requirements for this procurement, the offeror who submitted this quote will be determined as the “successful offeror.” The Contracting Officer/technical evaluation team will then determine if the successful offeror is technically acceptable using the technical evaluation factors applicable to this procurement. If contract award cannot be made to the successful offeror, the Contracting Officer will evaluate the next lowest-priced proposal following the procedures described above. This process will continue until a contract award can be made, or the Contracting Officer determines that no contract award can be made. The Government intends to evaluate quotes and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions at any time if determined by the contracting officer to be in the Government’s interest.
