About this file
This is a Questions and Answers (Q&A) document for federal contract opportunity 36C78626Q50098, concerning security guard services at a cemetery facility.
The contract requires security personnel to provide perimeter and grounds patrol coverage with specific operational requirements. Services must be provided during regular weekday operating hours from 1600 to 0800 and 24 hours on weekends, scheduled federal holidays, and unscheduled federal holidays. Personnel are to be classified and priced as Guard I under the applicable wage determination (SCA WD 2015-5613 revision #32, dated 05/13/2026). Supervisory oversight may be provided through periodic site visits rather than continuous on-site presence. The cemetery requires routine patrol frequencies consisting of three patrols each of the north fence, south fence, main gate, westside, new side, and undeveloped land on the new side per shift. When the cemetery is open, patrollers focus on enforcing posted rules; after closing, they revert to routine patrol requirements. Patrols must be recorded in daily activity logs using paper forms, and time-stamped photographs of specified locations (north, south, and west fences; front gate; Spanish War Monument; indoor columbarium; new columbarium; and administrative building) must be submitted to the Contracting Officer's Representative via phone text messages. A marked patrol vehicle is mandatory as the cemetery is too large for foot patrols only. Minimum insurance requirements follow FAR 28.307 thresholds: Workers' Compensation (as required by state law), Employer's Liability ($100,000 accident/$100,000 disease per employee/$500,000 disease policy limit), General Liability ($500,000 per occurrence), and Automobile Liability ($200,000 per person/$500,000 per accident/$20,000 property damage). The government does not require additional insured endorsements. Site-specific security concerns include trespassing, vandalism, protest activity, and homeless encampments, with an estimated frequency of 8 to 10 incidents annually. Final post orders and cemetery rules are provided in contract attachments, emergency contact lists are included in an amended attachment, gate and columbarium procedures will be communicated at the post-award meeting, and reporting templates are referenced in contract attachments.

1. Will a supervisor be required to be physically present on site during all scheduled security coverage hours, or may supervisory oversight be provided through periodic site visits and remote/on-call supervision?
Answer: The supervisor can provide oversight through periodic site visits.
2. Are there any interior doors, offices, cabinets, storage areas, maintenance areas, or other secured locations that must be locked or unlocked beyond the main gates and indoor columbarium? If so, will the Government provide a key-control map, lock/unlock checklist, or written post orders identifying those locations?
Answer: Other than the main gates and indoor columbarium, there are times when a gate has been forgotten to be locked. In those cases, security would need to lock them. I do not have a key-control map. You will be provided multiple keys that unlock every door and gate in the cemetery.
3. For special ceremonies or high-traffic events such as Memorial Day, Veterans Day, Wreaths Across America, or other scheduled cemetery events, does the Government require additional guard coverage beyond the standard single guard post? If additional guard coverage is required, how will that coverage be authorized, scheduled, and funded?
Answer: We do not require more guards for events we just ask that the guard on post for those events assists the cemetery with the event.
4. If a federal holiday falls on a weekday, should the contractor provide only the standard weekday coverage of 1600–0800, or should the contractor provide 24-hour coverage for that holiday?
Answer: See section 1.4.3 in the PWS. It states, “Services shall be provided during regular weekday operating hours 1600 to 0800, 24- hours on weekends and during scheduled and unscheduled federal holidays and weekends.”
5. Please confirm whether assigned personnel should be priced/classified under the wage determination as Guard I or Guard II, or whether both classifications may apply depending on assigned duties.
Answer: Guard I.
6. Please confirm whether the wage determination currently attached to the solicitation remains the controlling wage determination for proposal pricing, or whether the
Government intends to issue an amendment incorporating a newer wage determination prior to award.
Answer: Solicitation amended to incorporate SCA WD 2015-5613 revision #32, dated 05/13/2026.
7. Is a marked patrol vehicle mandatory for every shift, or only required if directed by the final post orders or cemetery management?
Answer: the marked patrol vehicle is a requirement in the performance work statement. The cemetery is too large to do only foot patrols.
8. What is the required patrol frequency during each shift, and are there specific checkpoints or areas that must be covered during each patrol cycle?
Answer: See PWS addition:
5.2. Perimeter and Grounds Patrol: The contractor shall conduct routine and random patrols of the cemetery perimeter, interior roadways, columbaria, maintenance areas, and facilities during assigned duty hours. The routine patrols frequency is as follows: three patrols of the north fence in a shift, three patrols of south fence in a shift, three patrols of the main gate in a shift, three patrols of the westside of Cemetery in a shift, three patrols of the new side of the cemetery in a shift and three patrols of the undeveloped land on the new side of the Cemetery in each shift. If the Cemetery is open the patroller will focus on enforcing the posted rules to the guests. After closing the patroller will revert to the routine patrol requirements. Patrols will be recorded in a daily activity log using paper form. Time stamped photos of the north end fence, south end fence, west end fence and front gate which will be sent to the COR. Three-time stamped photos of the Spanish War Monument, Indoor columbarium, new columbarium and admin building during their shift. The time stamped photos will be sent to the COR via phone text messages. Patrols shall deter trespassing, vandalism, theft, and any unauthorized or suspicious activity.
9. What is the required frequency and method for submitting time-stamped photos of the Spanish War Monument, indoor columbarium, new columbarium, administration building, and any other required locations?
Answer: See addition to the PWS in section 5.2:
