About this file

This is a Question & Answer form for Blanket Bid 26-416CMS-BOSS4-B-49848, a hazardous waste recycling contract managed by the State of Illinois. The solicitation involves two primary service categories: a mail-back program for pre-paid kits and on-site crushing services for fluorescent lamps and PCB ballasts across multiple designated regions. Quantities for all line items are estimated and broken down by year for evaluation purposes only, with no guarantees of actual usage. Bidders may submit pricing for any or all designated regions, though all line items must be populated for each quoted region. The State reserves the right to award to each region separately or consolidate awards to a single vendor. All bidders must be actively registered in the Illinois Procurement Gateway (IPG) to participate.

The contract establishes that prevailing wage requirements do not apply and that vendors must establish all communication and coordination procedures with requiring agencies prior to service requests. Vendors are prohibited from charging "call back" fees for failures to provide proper vehicles but may charge such fees under specific circumstances outlined in contract sections 1.3.3 and 1.3.4. Additional containers or drums will be provided by the vendor at no cost to the State or qualified not-for-profit agencies upon request. The State has indicated that hazardous waste processing pricing will be established by year for the entire period of performance to address annual cost increases. MBE-certified businesses without BEP or VBP affiliation are permitted to bid, as detailed in Section A.9 of the Invitation for Bid Vendor Instructions and Requirements v.26.1.

Question & Answer Form Blanket Bid 26-416CMS-BOSS4-B-49848

Q1 Under Quantity for the pre-paid kits, is this the total number of boxes per year or for the duration of the contract?

A1 All quantities are estimated. Line items are broken down by year and are used for evaluation purposes only.

Q2 Under Quantity for crushed bulbs, is this the total number of 55 gallon drums per year or for the duration of the contract?

A2 All quantities are estimated. Line items are broken down by year and are used for evaluation purposes only.

Q3 Section 1.2.2 of the contract states “Additional or larger dumpsters, containers, or drums will be provided by the vendor if requested or required by the State at no cost to the State or any other governmental units and qualified not-for-profit agencies utilizing the service.” Can you please provide context to this? These types of packaging materials and associated services (example, dumpsters) would likely incur additional charges. What kind of recycling material would the State be planning to store in dumpsters?

A3 Section 1.2.2. has been revised as follows:

i) Additional containers or drums will be provided by the vendor if requested or required by the State or any other governmental units and qualified not-for-profit agencies utilizing the service.

Q4 Section 1.1.1 of the contract states “The vendor will not be allowed to invoice a “call back” charge for not providing the proper type of vehicle to accommodate pick-ups.” However, is a vendor allowed to charge a “call back” fee if the arrive with the correct vehicle, on a planned/coordinated date, and the site is not ready, not available, and/or turns the driver away for the planned service? If yes, what section of the pricing could this be included in?

A4 Please see Sections 1.3.3 and 1.3.4 of the contract.

Q5 Haz-waste processing, along with transportation and packaging, typically increases annually. At the minimum, can a % increase be incorporated into the contract for the haz-waste processing? Along the lines of “not to exceed x % increase each year”?

A5 Additional line items have been provided in BidBuy to establish pricing, by year, for the entire period of performance.

Q6 Does the prevailing wage apply to this contract?

A6 No

Q7 Do all state locations that are crushing lamps or generating PCB ballasts have an EPA ID #? If awarded the contract, can a full list be provided to the vendor?

A7 The State of Illinois follows all EPA laws, including any certifications and safety standards for lightbulb crushers.

Q8 If incorrect recycling materials are given to the vendor (ex: batteries instead of PCB ballasts) will there be a procedure in place for the vendor to either charge for the materials to be recycled or charge for the materials to be returned to the site?

A8 All communication and coordination between the requiring agency and the vendor must be established prior to any request for service. Please note Section 5.9 of the Contract states, “Disputes between vendors and governmental unit or qualified not-for-profit agencies shall be resolved between the affected parties.”

Q9 “We are an MBE Certified Business. We do not have any affiliation with the BEP or VBP. Is this, ok?

A9 See Section A.9. of the “Invitation for Bid Vendor Instructions and Requirements v.26.1

Q10 How do bidders determine if they’re actively registered in the Illinois Procurement Gateway (IPG)?

A10 Please visit: Illinois Procurement Gateway (IPG)

Q11 “Can a vendor bid only on the mail-back program without the crushed lamps or if we must bid on at least one region for the on-site crushed lamp needs as well. Can you clarify this for us?”

A11 See Section B.1. You may submit pricing on any or all the designated regions. For each region being quoted on, all line items must be populated. The quantities indicated in the Items Tab in BidBuy are for evaluation purposes and are no guarantees of actual usage. The State reserves the right to award to each region separately or all regions to a single vendor. Quotes may be rendered non-responsive if information is incomplete.
