About this file
This is an Invitation for Bid (IFB) issued by the Illinois Department of Healthcare and Family Services (HFS) for genetic testing services to support paternity determination in child support cases. The contract seeks a vendor to provide DNA sample collection, genetic testing, and related documentation services for both judicial and administrative child support cases in compliance with federal and state guidelines. The vendor must collect DNA samples at HFS locations in Cook County (Daley Center and Juvenile Court Building in Chicago) and provide on-site collection services for individuals outside Illinois and military personnel. Services include performing DNA paternity testing at a 99.99% certainty level in accordance with Association for the Advancement of Blood & Biotherapies (AABB) standards, maintaining chain of custody documentation, providing secure web-based access to results, and delivering certified test reports within seven business days. The contract has an initial term of four years commencing January 1, 2027, with renewal options of up to six years in two-year increments, not to exceed ten years total. The vendor must maintain AABB accreditation throughout the contract term and have the capacity to complete at least 1,500 tests monthly. The vendor must provide all necessary supplies including sterile swabs, sample collection kits, prepaid shipping mailers, and Chain of Custody forms to approximately 12 HFS regional collection sites statewide.
Pricing is structured as a per-test fee for each individual DNA test resulting in a final test confirming or excluding paternity, with quantities for evaluation purposes only and no guarantee of usage levels. The vendor will be paid only for timely and accurate performance meeting all contract requirements, with invoices due by the tenth of each month. Renewal pricing shall remain at the same rate as the initial contract term unless a cost increase of no more than 2.5% annually applies at renewal. A Business Enterprise Program (BEP) goal of 1% was established in the solicitation for participation by minority-owned, women-owned, or disability-owned businesses. The contract is subject to prevailing wage requirements where applicable, compliance with child support payment obligations, HIPAA and Social Security Administration data security requirements, and federal funding regulations. Vendor must maintain comprehensive quality control procedures, provide monthly and quarterly performance reports, maintain records for three to five years depending on federal funding involvement, and carry general commercial liability insurance of $1,000,000 per occurrence and $2,000,000 aggregate. HFS reserves the right to impose corrective action plans, hold back ten percent of invoices, or impose 25% penalties for service failures, and may terminate the contract for cause if more than three erroneous test results occur within one calendar year or if AABB accreditation is lost.
