About this file

This is a Question and Answer Summary document related to Rhode Island Department of Transportation (RIDOT) Request for Quotation RFQ27006838 for landscaping maintenance services at two transit centers: Wickford Junction and Pawtucket/Central Falls Transit Center. The services encompass weekly grounds maintenance including grass edging, mulch and stone application, herbicide and pesticide application, storm damage cleanup, and seasonal cleanup across an estimated 32 annual service weeks. The contract runs from award through November 30, 2029, with a potential two-year renewal option. Site visits are recommended for prospective bidders to assess the scope of work and qualify their pricing accordingly. Questions were submitted on July 31, 2026, with responses provided on August 5, 2026.

The fixed weekly rate pricing structure must account for extraordinary circumstances and material quantities without separate compensation unless specifically authorized by the state. Bidders must submit pricing for fiscal years 2027 through 2030, with no mowing services required at either location despite weekly edging requirements at Wickford Junction. A Rhode Island Department of Environmental Management (RIDEM) Commercial Applicator's License is required for the prime contractor, who bears liability for environmental concerns. A mandatory 15% minority and women-owned business enterprise (MBE/WBE) participation requirement applies to this procurement, with participation documentation available in the bid documents and required to accompany the quote.

The scopes require mulch, stone, herbicide or pesticide application, storm-damage cleanup, seasonal cleanup, and other work “as required,” without estimated quantities.

Please confirm whether the fixed weekly rates must include unlimited quantities and events or whether extraordinary material quantities and major storm-related work will be separately authorized and compensated.

A sight visit is suggested. A fixed weekly rate is required. Qualify your pricing as it relates to extraordinary circumstances.

Bid cites “Rhode Island Welcome Center”; scopes list only Wickford Junction & Pawtucket/Central Falls Transit Center. Confirm these two are the only required locations.

Pricing: ~32 annual service weeks; contract to Nov 30, 2029 + optional 2-yr renewal.

Confirm service months & billable weeks per FY (incl. FY27); must renewal-year pricing be submitted with the quote?

Scopes require mulch, stone, herbicide/pesticide, storm/seasonal cleanup & other work “as required,” no quantities. Do fixed weekly rates cover unlimited quantities/events, or will extraordinary materials & major storm work be separately authorized/compensated?

Wickford requires weekly grass edging but not mowing. Is mowing required at either location?

Can RIDEM Commercial Applicator’s License be met by a licensed vendor performing/supervising all regulated applications under the prime, or must the prime hold it?

Does 15% MBE/WBE apply? What participation docs must accompany the quote? See seperate responces
