About this file
This is a Questions and Answers (Q&A) document for federal contract solicitation PANROC26P0000031130 issued by the Department of the Army Materiel Command Contracting Command Rock Island Arsenal for the US Military Academy. The solicitation addresses vendor inquiries regarding a commercial lease of 367 multifunctional devices (MFDs) comprising 29 monochrome and 212 color units without card access capability (CaC), and 28 monochrome and 98 color units with CaC, all rated at a minimum 40 pages per minute. The contract structure consists of one 12-month base period followed by four optional 12-month periods exercised at the Government's discretion, with the Government having no obligation to pay for unexercised options.
Key clarifications provided include: the Government revised the minimum print speed specification to 40 ppm (±5 ppm) for both black and white and color to enhance competition; paper storage requirements are limited to two drawers; analog fax is not required across all networks; three-hole punch capability is optional and should only be included on units that request it, not all 367 devices; the service program must be a fixed firm flat rate covering all labor, parts, toner, and staples with no meter reads or overages; and additional MFDs added by modification will be coterminous with the original lease term. The Government provided historical usage data for the machines being replaced to assist vendors in calculating service costs based on impressions. All future additions or removals of MFDs and accessories will be managed through contract modifications as requirements and technology change.

Questions for:
PANROC26P0000031130 – US Military Academy 5/19/26
1. Per the solicitation this is for the commercial lease of 367 print devices for 60 months. It is understood that the Government intends to make all 60 lease payments. Will vendors be allowed to submit required lease early termination language?
A. The requirement is for 1 Base period(12 months) and 4 Option Periods(12 months each). Option Periods are exercised at the discretion of the Government. The Government is not obligated to pay for options unless they are exercised via contract modification.
2. Per Section 2.1.2 Network Environment. Can the Government please elaborate on the 3 distinct operation environments for the MFD so the vendors can understand the number of licenses and servers required to support the different requirements for Device Management?
A. Ref PWS 2.1.2 (a),(b), (c) , 2.2, 2.3, 2.3.1, 2.3.2 with each column representing each environment
3. In order to allow for a more full and open competition amongst vendors would the Government consider revising the minimum salient print speed specification to read 40 ppm (+/- 5ppm) for bw and color?
A. Yes. PWS revised.
4. Could the Government please clarify if the requirement for paper storage is for 2 or 4 paper drawers on all models?
A. Current systems have 2 paper drawers and are sufficient.
5. Please confirm if analog fax is a requirement and if so for what network or machines?
A. FAX is not a requirement for all networks
6. (Per item 14) When additional printers are added by modification will they be added coterminously (so all machines will expire at the same time)? Will vendors need to supply a coterminous lease add on schedule?
A. All additions will be added to the lease, under the awarded contract.
7. (Per item 27) Must have 3-hole punch capability as an option. Please clarify if the Government is requiring the vendors to include and price in 2/3-hole punch units (capability) into each of the 367 units?
A. 3-hole punch as an option should be for any copiers that request it, not all.
8. Is the Government looking for an included (Fixed Firm Flat Rate) service program that includes all labors, parts, toner and staples with no meter reads or overages?
A. Yes
9. Due to the service cost being based on use (impressions) would the Government provide the current volumes for the machines being replaced?
A. We have visibility on the Academy systems (Attached to the WREN) See attached report on historical averages for WREN printers.
