About this file

This is a Questions and Answers document for a federal solicitation (PANROC26P0000031130) regarding the provision of Copier/Multi-Function Devices (MFDs) and related services to the United States Military Academy (USMA) and other supported agencies. The Q&A clarifies key operational and technical requirements for vendors bidding on the contract.

The solicitation requires contractors to provide 367 total MFDs across four categories (monochrome/color with and without Common Access Card capability), along with delivery, installation, maintenance, toner supply, hard drive removal, training, and relocation services. Critical implementation timelines include USMA deployment by August 1 and all other locations by September 1. The Performance Work Statement (PWS) due date received a one-week extension. Award will be determined using Lowest Price Technically Acceptable (LPTA) evaluation criteria per section 2 of the PWS. Contractors must ensure Trade Agreement Act (TAA) compliance and support integration with output management software on the WREN network, with scan destinations including email and OneDrive. Historically, USMA expects 50 MFD moves annually through 2028 with subsequent decreases, while other locations anticipate 10 or fewer moves per year. Hard drive removal remains mandatory in compliance with Department of Defense and Army policies. All MFDs must support PrinterLogic connection or the most current solution selected by DHA and Army A365, though PrinterLogic licenses should not be quoted as they are externally managed.
