Performance Work Statement Summary

This Performance Work Statement (PWS) outlines requirements for the United States Military Academy (USMA) at West Point to lease commercial-off-the-shelf multi-functional devices (MFDs), including delivery, installation, maintenance, and support services. The contract encompasses 367 total MFDs distributed across four device configurations: 29 monochrome units without Common Access Card (CAC) capability, 212 color units without CAC, 28 monochrome units with CAC, and 98 color units with CAC. All equipment must be new and currently in production, rated at 40 pages per minute (±5 ppm) for both black-and-white and color operations, and support both IPv4 and IPv6 protocols. Devices will be deployed across three distinct network environments: the West Point Research and Educational Network (WREN) for USMA locations, the Non-classified Internet Protocol Router Network (NIPRNET) for Army Garrison West Point and logistics facilities, and the Medical Communications Network (MEDNET) for Keller Army Hospital.

The contract is structured as a firm fixed-price agreement with one base year and four optional renewal periods totaling 60 months. The contractor must provide comprehensive support including delivery and installation coordination with the Contracting Officer's Representative (COR), preventive maintenance, toner supply, unscheduled maintenance and trouble-ticket management, technician response within two business days for hardware repairs, and hard-drive sanitization per NIST standards. Additional requirements include relocation services (minimum twice annually), remote fleet management capabilities, integration with existing enterprise systems (Active Directory, Azure, Microsoft Sentinel), secure printing and scanning workflows, reporting and monitoring functionalities, and configuration compliance with DoD Security Technical Implementation Guides (STIGs). The contractor must submit a Quality Control Plan within 10 days of award, maintain documentation for the contract life plus five years, attend post-award conferences, and ensure all personnel obtain required security clearances, background checks, and complete mandatory antiterrorism and OPSEC training. Place of performance is USMA West Point and affiliated facilities; contractor travel expenses are the contractor's responsibility.

PART 1

GENERAL INFORMATION

This is a non-personal service(s) contract under which the personnel rendering the service(s) are not subject, either by the contract’s terms or by the manner of its administration, to the supervision and control usually prevailing in relationships between the Government and its employees. The United States Military Academy (USMA) at West Point has established the requirements and capabilities for copy machine/multi-functional devices (MFDs), including accessories, supplies, and associated support services for the United States Military Academy (USMA), West Point and all its customer base.

1.1 Description of Services/Introduction: This is a non-personal service(s) contract to provide all personnel, equipment, supplies, for the provision of Multi-Functional Devices in support the United States Military Academy(USMA). The equipment will be leased, and provide administrative functionality to copy, scan administrative documents as required by numerous departments under the academy and also support various agencies which the CIO/G6 supports. The contractor shall provide for delivery, set-up and training of the Multi-functional devices(MFD) and provide for maintenance and resupply of toner.

1.2 Background: The United States Military Academy currently provides copy, print and scan functions to all of the users at the USMA, the United States Army Garrison – West Point (USAG-WP), to include Keller Army Hospital (KACH) and the Logistics Readiness Center (LRC). The office of the Chief Information Officer (CIO/G6) requires equipment which operates within defined specifications and meet standards which compliment expanded operability and Network Security. Multi-Functional Devices are required to support operational administrative products for producing, duplication, and records filing of vital documents needed to manage respective organizations.

1.3 Scope: The Contractor shall provide non-personal service(s). The contractor shall provide and install all systems within locations defined by the CIO/G6 and provide for standard preventive maintenance service, and toner as needed. The contractor shall provide for unscheduled maintenance support and management of trouble tickets generated by the user representative. This contract includes delivery, installation, recovery (during turn-in inspection/removing equipment), maintenance, repair and/or replacement, hard drive removal, training, and diagnostic service calls to the USMA, USAG-WP, LRC, and KACH users and locations of these devices. During the life of the contract, the Government expects to add or remove an undetermined number of MFDs and accessories as requirements and technology change. Additionally, during the lifetime of the contract, the USMA CIO/G6, as the prime executive agent of this contract, anticipates that all devices may require relocation from the initial placement location. The vendor will be required to provide relocation services to ensure that devices remain fully operational.

1.4 Objectives: The program’s objective is to lease commercial-off-the-shelf (COTS) MFDs, including equipment, accessories (paper trays, sorters, etc.), and consumable supplies (toner, maintenance kits, parts, other consumables, etc., except paper), as well as the related services under multiple service plan options. Related services include installation, removal/relocation, periodic preventative/regular maintenance, key operator training, and repair services.

The Multi-functional Devices must meet the current technology, security and application needs of the user agency as defined in Section 2.

1.5 Type of Contract: This Contract will be a firm fixed Price (FFP)

1.6 Period of Performance: This Contract shall be comprised of 1(One) Base Year, and 4 Option Periods for a total of 60 Months.

1.7 Place of Performance: The equipment and services will be required at the United States Military Academy, Westpoint Garrison locations, Keller Army Hospital and Camp Buckner Training facility.
