About this file
This is a Questions and Answers document issued by the State of Maryland's Department of Information Technology (DoIT) on July 28, 2026, regarding the Cumberland Communications Facility TORFP BPM057831. The project involves the purchase and installation of a communications monopole tower and equipment shelter in Allegany County, Maryland. The document addresses clarifications requested by potential bidders regarding construction drawings and project scope, specifically confirming that the section of fence between the existing water tank compound and proposed tower compound is to be removed and replaced in compliance with project requirements and tied into existing fencing. The response document establishes that antenna, antenna mount, and cable installation are explicitly excluded from the project scope, limiting contractor responsibilities to structural and facility infrastructure components.
The document provides technical clarifications regarding liquefied petroleum (LP) systems, confirming that LP pipe and LP conduit are not required to stub up through a separate concrete slab as initially indicated in construction details but may instead stub up adjacent to the LP tank foundation and shelter. This clarification addresses a common construction practice deviation and allows bidders flexibility in their installation methodology while maintaining compliance with project requirements. No pricing terms, set-asides, funding sources, or contract award dates are specified in this questions and answers document, which serves solely to clarify the scope of work and technical specifications for potential contractors responding to the state's request for proposals.

QUESTIONS AND ANSWERS CUMBERLAND COMMUNICATIONS FACILITY
TORFP
BPM057831
July 28, 2026
This document contains the State’s responses to questions received regarding the Cumberland
Communications Facility TORFP.
QUESTIONS AND RESPONSES
Question 1:
Reference the construction drawings, page A-2.0. The drawings state that the section of fence between the existing water tank compound and the proposed tower compound is to be removed and replaced. Please confirm that it is to be replaced.
Response:
Yes. The section of fence identified on the construction drawings is to be removed and replaced as shown.
The replacement fence must comply with the project requirements and be tied into the existing fence.
Question 2:
Reference the construction drawings, pages A-3.1 and A-4.0. These drawings show multiple details related to antenna, antenna mount, and cable installation. Please confirm that antenna, antenna mount, and cable installation are not included in this project.
Response:
Confirmed. Antenna, antenna mount, and cable installation are not included in this project.
Question 3:
Reference the construction drawings, page A-6.0. Details 4 and 5 show the LP pipe and LP conduit stubbing up through a concrete slab. Is this the same concrete slab on which the LP tank sits, or is it a separate concrete slab? Please also confirm whether the LP pipe and LP conduit are required to stub up through a concrete slab rather than adjacent to the LP tank foundation, as is typically done.
Response:
The LP pipe and LP conduit are not required to stub up through a separate concrete slab. Instead, they may stub up adjacent to the LP tank foundation and shelter.
