About this file
This is a Questions and Answers document issued by the Florida Department of Transportation (FDOT) in response to vendor inquiries regarding Request for Proposal DOT-RFP-26-5004-DWCA for Districtwide Community Awareness services in District Five. The solicitation seeks qualified proposers to develop and implement comprehensive community awareness and public involvement plans for transportation projects. Technical and price proposals are both due June 2, 2026, at 10:00 AM, with technical proposals opening publicly that same day at 2:00 PM and price proposals opening on June 24, 2026, at 11:00 AM. The intended award will be announced on June 29, 2026. The contract is structured as a three-year term contract for indefinite quantity services, with work initiated through Task Work Orders issued by the Department's Project Manager as needed, covering Fiscal Years 2027, 2028, and 2029.
The Q&A document addresses critical clarifications regarding proposal submission requirements and minimum qualifications. Key clarifications include confirmation that only one Professional Engineer licensed in Florida is required on the proposed team (contrary to broader minimum qualification language in the RFP), that vendors must supply hourly rates for all positions listed on Bid Price Proposal Form No. 2 including Administrative Assistant/Clerical classifications, and that the Evaluation Committee members are Tim Freed, Patrick White, and Loreen Bobo, with all vendor inquiries directed through the Procurement office during the active no-contact period. The document emphasizes adherence to the RFP Timeline in the Introduction Section for all deadlines and reiterates that only rates on the Bid Price Proposal Form should be completed.

1. QUESTION:
Who are the TRC members?
RESPONSE:
The TRC members are – Tim Freed, Patrick White and Loreen Bobo
Please note we are in a no contact period and the TRC members have been advised that if contacted by the Vendor they must inform the Vendor that all questions and or contact must go through Procurement, as they, the TRC members, are not allowed to have contact with the Vendors while the solicitation is active.
2. QUESTION:
What is the deadline for the submittal? The advertisement on My Florida Market Place states the deadline is July 2, 2026 and the RFP states June 2, 2026.
RESPONSE:
The advertisement in My Florida Market Place shows an “end” date of July 2nd – that is when the advertisement will close. The June 2, 2026 date is when all Proposals are due.
