About this file
This is a Questions and Answers document issued by the Florida Department of Transportation (FDOT) District Five in response to vendor inquiries regarding Request for Proposal DOT-RFP-26-5004-DWCA for Districtwide Community Awareness services. The procurement seeks qualified proposers to develop and implement comprehensive community awareness and public involvement plans for transportation projects throughout the district. Technical and price proposals are both due on June 2, 2026, at 10:00 AM, with technical proposals to be opened publicly that same day at 2:00 PM and price proposals opened on June 24, 2026, at 11:00 AM. The intended award will be announced on June 29, 2026. The contract is structured as a three-year term contract for indefinite quantity services, with work initiated through Task Work Orders issued by the Department's Project Manager as needed. The Technical Review Committee (TRC) members are Tim Freed, Patrick White, and Loreen Bobo; vendors are advised that all questions and contact must be directed through the Procurement office, as TRC members are in a no-contact period during the active solicitation.
Key clarifications provided address bid submission requirements, staffing qualifications, and rate structures. Only one Professional Engineer licensed in Florida is required as part of the proposed team, contrary to language in one section of the RFP. All hourly billing rates for seven employee classifications—Project Manager, Project Engineer, Public Information Specialist, Public Information Aide, Senior Tech CADD/Graphics, Website Designer, and Administrative Assistant/Clerical—must be completed on Bid Price Proposal Form No. 2, with vendors submitting regular hourly billing rates that combine Gross Employee Pay and Contractor Margin. The total budgetary ceiling is $600,000, allocated as $200,000 per fiscal year for Fiscal Years 2027, 2028, and 2029. General liability insurance is required with limits of $200,000 per person and $300,000 per occurrence for bodily injury and $200,000 for property damage. Proposers must achieve a minimum of 70 points on the technical proposal to have their price proposal evaluated, with technical scoring worth 100 points and price scoring worth 35 points based on competitive low-price formula.
