About this file
This is a Capital Improvement Project (CIP) appropriations request document from CVG Airport (Cincinnati/Northern Kentucky International Airport), operated by the Kenton County Airport Board (KCAB), for the replacement of an outdated access control system. The project scope includes assessment, planning, design and engineering, procurement of equipment, installation of new equipment and associated connectivity, programming and configuration, testing, commissioning, training, and project closeout. The access control system replacement is expected to take approximately 12 to 18 months to complete after selection and award. A pre-proposal meeting for the Airport Security Access and IDMS Replacement Consultant is scheduled for Thursday, March 5, 2026 at 1:00 pm at CVG Centre Administrative Offices in Erlanger, Kentucky. Written questions are due by 11:59 pm on Thursday, March 26, 2026, with answers to be posted by Monday, March 30, 2026 at 11:59 pm. Proposals must be received by Thursday, April 9, 2026 at 2:00 pm, with contract finalization targeted for March 2026 and notice to proceed in April 2026.
The total appropriations request is $2,500,020.00, which includes design ($1,754,600.00), construction and installation ($200,000.00), construction administration and inspection ($390,920.00), contingency ($132,000.00), and environmental costs ($2,500.00). The project was approved at the Q4 2025 Appropriations meeting on October 10, 2025, with the understanding that the project would be paused to allow for coordination with other security and badging system initiatives across CVG departments before procurement activities commence. The existing system consists of legacy panels from the 1990s that rely on outdated copper lines and magstripe card readers, creating security vulnerabilities and frequent widespread outages. The replacement system will be non-proprietary, integrate with KCAB systems, and utilize readily available components. The Terminal Modernization Program must coordinate with this project, and identified stakeholders include the Vice President of Planning & Development (Bill Siemer), Senior Project Manager (Damian Weller), Chief Operations Officer (Shannon Oldfield), and Vice President of Public Safety, Security & Compliance (Steve Listerman).

Access Control Replacement PMWeb #1350
Current Situation/Background Information
The current access control system (Matrix) consists of several legacy panels, dating back to 1990's and containing various components such as remote control modules, alarm cards, control boards etc. All panels currently rely on copper lines (outdated technology) for data instead of fiber and network drops. Additionally, we currently have magstripe card readers at the majority of the gates and doors throughout the entire airport, which are outdated and use badges that are easily duplicated, thereby potentially putting us at risk for security breaches.
The older technology in our panels is leading to more widespread (instead of isolated) outages in the system that affect extensive areas resulting in negative impacts to normal operations. There is little documentation/as-built drawings on the actual installation of the current system, which hinders troubleshooting efforts by our technicians and increases outage time.
Project Definition
Project Scope: The scope includes replacement of the existing system with readily available components to ensure flexibility as needed in the future. The Bidder
Strategy shall include: Assessment; Planning; Design and Engineering; Procurement of Equipment; Installation of new equipment and associated connectivity;
Programming and Configuration; Testing and Commissioning; Training; Project Closeout. This project is expected to take approximately 12-18 months to complete after selection and award.
Business Objectives: Replace the Access Control System hardware to meet current security access standards, increase reliability and align with best practices.
Project Value: The current system is prone to failure, is not easily restored to service in an outage, and requires a high-level of contingency support during outages due to the large amount of the system that becomes non-functional during an outage. The current hardware also only allows for swipe card technology which is below industry standard for security best practices. New access control system to meet our requirements shall be non-proprietary; have the ability to integrate with
KCAB Systems, and will be composed of parts that are readily available, making replacement the best option for CVG.
Organizational Impact
Project Approach
Provide as-built documentation of our existing systems to issue an RFP for complete replacement of our credential & access control system.

Design:
Construction/Installation:
Contingency (min 10%):
Replace the existing access control system with readily available components to ensure flexibility as needed in the future.
Continue to replace boards and access devices as they fail leaving the airport vulnerable to long duration access control outages.
Continue to use swipe badge technology leaving the airport more vulnerable to security breaches.

As discussed in the Q4 2025 Appropriations meeting on 10.10.25:
This project will be paused to allow for a larger conversation about the related components of security and badging systems on campus. CVG departments will work together to coordinate the multiple initiatives before proceeding with procurement activities.
This request for $2,500,020 is approved in order to hold the funding on the CIP, however the money should not be spent until further notice from CVG leadership.
