About this file
This is a Business Case document and related Design-Build contract opportunity from the Kenton County Airport Board (KCAB) in Kentucky for the Terminal Parking Garage Vestibule HVAC System replacement. The project involves redesigning and replacing the HVAC system servicing the T3 Garage vestibule, including replacement of the air handler and condenser with multiple fan coil units tied into the T3 chiller system, and replacement of the boiler providing hot water for radiant heaters on each level. A pre-proposal meeting and site visit is scheduled for Wednesday, April 22, 2026 at 10:00 am at CVG Centre, Admin. Offices, 77 Comair Blvd., Erlanger, KY 41018. Written questions are due by 11:59 pm on Thursday, May 14, 2026, with answers posted no later than Wednesday, May 20, 2026 at 11:59 pm. Proposals must be received by Thursday, May 28, 2026 at 2:00 pm, with no proposals accepted after that time unless extended by addendum. The project is scheduled for completion by April 2025.
The total project cost is $511,000, funded through CAPEX, with a cost breakdown of $50,000 for design, $405,000 for construction/installation, $45,000 contingency (minimum 10%), $10,000 for force labor, and $1,000 for miscellaneous expenses. The current system is non-functional with a condensing unit containing refrigerant leaks, an air handler requiring significant repairs, and a boiler five years past its replacement schedule. The project addresses sustainability and master plan fit objectives by replacing an inefficient, non-functional system with a more energy-efficient solution. Known risks include equipment lead times and coordination challenges during installation in the garage vestibule lobbies.

T3 Garage Vestibule HVAC Replacement
Current Situation/Background Information
The existing system providing heating and air conditioning for the vestibule of the T3 Garage is inoperative. The condensing unit has several refrigerant leaks and cannot be recharged, the air handler is in need of significant repairs and the boiler is inefficient and 5 years past its replacement schedule. All components are well past their useful life and the vestibules on each level are minimally conditioned.
Project Definition
Project Information:
Redesign and replace the HVAC system servicing the T3 garage vestibule:
•Replace the air handler and condenser with multiple Fan coil units
•Tie the new Fan Coil units into the T3 chiller system for increased efficiencies
•Replace the boiler that provides hot water for the radiant heaters around the perimeter of each level with a new more efficient unit
The business objectives: Replace an inefficient, non-functional system with a more energy efficient solution.
Project Justification: The current system is non-functional, and will need significant repairs to be at best minimally functional for either heating or cooling season.
Project Approach
RFP for Design Build of a system to service the T3 garage vestibule.
Alternatives
Replace the condenser, repair and upgrade the air handler and duct work and continue to operate at less than peak efficiency for both heating and cooling.
Recommendation
Engage with a design builder to utilize our terminal glycol system to provide cooling to each floor of the T3 garage vestibule, replace the T3 garage boiler.
Cost
Design: $50,000
Construction/Installation: $405,000
Contingency (min 10%): $45,000
Force Labor: $10,000
Miscellaneous: $1,000
Total Cost: $511,000
Project Funding
CAPEX
Project Schedule
Completion by April 2025
Known Risks & Limitations
One risk is the lead time for the equipment. A potential limitation is effective installation coordination on garage vestibule lobbies
