About this file
This business case document outlines a capital appropriations request submitted to the Kenton County Airport Board for the construction of a backup Airport Operations Center (AOC) facility at Cincinnati/Northern Kentucky International Airport's South ARFF location. The project scope encompasses selective demolition and reconstruction of a backup AOC within the South ARFF tower, including installation of two dispatch consoles, critical systems such as radios, 911 answering software, camera systems, Honeywell systems, and phones, along with facility improvements including flooring, wall repair, paint, carpet, lighting, and blinds. The procurement will be solicited through a sealed bid invitation for general contracting services. A mandatory pre-bid meeting and site visit is scheduled for Thursday, February 26, 2026 at 1:00 pm at South ARFF Station #1, 2100 Tower Drive, Hebron, Kentucky. Written questions must be submitted by 11:59 pm on Monday, March 9, 2026, with answers posted by Thursday, March 12, 2026 at 11:59 pm. Sealed bids are due by 2:00 pm Eastern Time on Thursday, March 19, 2026. The successful contractor must commence work within 10 days of Notice to Proceed and achieve substantial completion within six months, with final project closeout required within 30 days of substantial completion. Award will be made within 120 calendar days of bid opening.
The total appropriations request is $430,722.50, comprised of $289,222.50 for construction and $141,500.00 for equipment, with the engineer's estimated probable cost at $211,864.73. The project addresses a critical operational gap by creating redundancy and business continuity for the airport's PSAP and communications hub, mitigating the single point of failure risk posed by relying solely on the primary AOC. Contractor qualifications include a minimum three-year electrical contractor license, BICSI-certified Registered Communications Distribution Designers, NICET-certified Level III or IV fire alarm technicians, and evidence that subcontractors have completed projects valued at 70 percent and 50 percent of their respective subcontract values; contractors must perform at least 25 percent of total contract costs with their own organization. Performance and labor/material payment bonds equal to 100 percent of contract value are required, along with a proposal bond of not less than 5 percent of the bid amount. Commercial General Liability insurance of not less than $10,000,000 per occurrence and Automobile Liability insurance of not less than $10,000,000 per accident are mandated. The project is subject to disadvantaged business enterprise provisions under Title VI of the Civil Rights Act of 1964 and Buy American certification requirements. The contractor must comply with FAA requirements including AC 150/5370-2, with airport security badge costs at $44.00 per badge borne by the contractor. Liquidated damages apply for schedule delays, and a one-year warranty on all labor and materials is required from the date of final acceptance.

Business Objectives: Ensure redundancy and continued business continuity should the primary AOC be impacted
Risk if Not Funded: Having only a primary AOC facility creates a single point of failure for our airport's PSAP and communications hub. By creating a backup AOC, business continuity will be enhanced. Additionally, the consoles were purchased by another project's budget and are being stored inside the bays at South ARFF.

Current Situation/Background Information
The AOC currently operates out of the Airport Police Department - with 4 dispatch positions/stations. The AOC serves as CVG's communications hub and the airport-wide public safety answering point (PSAP). Currently there is not a Backup AOC that can be utilized should an incident render the current center unusable. This has been challenging for past events such as COVID required evacuations and construction work impacting the facility. Additionally, the AOC is open to additional risks such as power failures, fire and severe weather.
Project Definition
Project Scope: It is proposed to create a Backup AOC location in the South ARFF tower - which previously housed the airport's fire dispatch center. Build-out of a formal Backup AOC would include replicating all critical equipment to ensure continued operation should the primary AOC be disrupted:
•Installation of 2 dispatch consoles
•Installation of critical systems including radios, 911 answering software, camera systems, Honeywell, and phones
•Improvements to the facility (flooring, wall repair, paint, carpet, lighting, blinds, finishes, etc.)
Cost
Project Value/ROI: Ensuring continuity for the PSAP and communications hub during an emergency
Organizational Impact
Project Approach
Emboss was contracted and completed 100% designs and bid documents (construction cost-estimate) for the new Backup AOC. Design services were paid for through P&D's Professional Services O&M Budget - with the intent of "back paying" the O&M budget if the project is appropriated.
If appropriations are approved, a solicitation for general-contracting construction bids will be posted on OpenGov. Under a construction contract, the new Backup
AOC space will be demoed (including removal of unused fire-dispatch systems), re-built with a new, up-to-code raised-floor system, and finished with paint, carpet, ceiling tiles, and finishes. Once construction is complete, purchase orders for proprietary systems will be created and coordinated under the project - work station/console installs (Xybix), 911 Phones, Radios, and supporting technology.

CJIS Access - once computers are installed, the Backup AOC room must remain locked and accessible only by CJIS approved personnel - or under prior-approval and escort.
24/7/365 Facility - build-out/construction/installs will take place inside a 24/7/365 Facility. Work will be limited to "normal working hours" (8AM-5PM). Work will need to not interrupt facility functionality. Proprietary systems routing thru the tower (data, crash phone, etc.) are not to be interrupted without prior coordination and planning.
