About this file
This is a Non-Debarment or Suspension Certification form required by the Kenton County Airport Board for the Backup Airport Operations Center (AOC) Construction project at Cincinnati/Northern Kentucky International Airport in Kentucky. Bidders must certify under penalty of perjury that they and their principals are not debarred, suspended, proposed for debarment, or otherwise ineligible to participate in federal transactions. A pre-bid meeting and site visit will be held on Thursday, February 26, 2026 at 1:00 pm at South ARFF Station #1, 2100 Tower Drive, Hebron, Kentucky. Written questions must be submitted by 11:59 pm on Monday, March 9, 2026, with answers posted no later than Thursday, March 12, 2026 at 11:59 pm. All bids must be received by Thursday, March 19, 2026 at 2:00 pm, with no late submissions accepted unless extended by addendum.
The certification requires bidders to disclose any convictions or civil judgments related to fraud or criminal offenses involving public transactions within the preceding three years, current criminal or civil charges for specified offenses, or termination of public contracts for cause or default within the three-year period. Bidders unable to certify to any of these statements must list exceptions and provide details regarding the initiating agency and dates of action. Any exceptions noted do not automatically disqualify a bidder but will be evaluated in determining contractor responsibility. Bidders with exceptions must contact the Sponsor prior to contract award to discuss the matter. The certification must be signed before a notary public and submitted under the laws of the Commonwealth of Kentucky.
