About this file

This document contains questions and answers related to an Invitation for Bid (IFB) issued by the Illinois Department of Central Management Services for JPMC Radar Units and Laser Speed Detectors, Contract #23-416CMS-BOSS4-B-37322. The IFB requests pricing information, including Manufacturer's Suggested Retail Price (MSRP) lists, for various radar and speed detection equipment. Pricing can be submitted as a percentage discount off MSRP. The contract term is six (6) years with no renewal options. Bidders must input pricing directly into the BidBuy system, with the option to export line items to a spreadsheet for uploading. Wet signatures are required for certain documents.

Regarding pricing, the State will continue to use the Producer Price Index (PPI) code of WPU 117606 - Machinery and equipment-Search, detection, navigation, and guidance systems and equipment. Tiered pricing for volume is not required, as the State is seeking a single price for any quantity. Bidders may choose any value of a percent off the MSRP list when submitting bids.

Questions and Answers #

Date 8-28-23

Q1 How are the amendments acknowledged?

A1 Vendor shall receive an email notification that a new amendment has been published and should be read at your earliest convenience. No need to acknowledge in BidBuy, just in the Offer to the State. All questions shall be in the form of an email to the contact listed.

Q2 List all pricing, the entire catalog?

A2 The State requires Manufacturer’s Suggested Retail Price (MSRP) list in either Excel or CSV form of the products pertaining to the line items being bid. Be cognizant of the Unit of Measure that each line is asking.

Q3 So, there is no tiered pricing for volume? You want 1 price for any quantity?

A3 Pricing information can be found in the IFB section A.20.3.

Q4 The code being used in the Producer Price Indexes (PPI) is more suited for furnished goods that a Distributor would use. The code doesn’t take into consideration the materials, production, and other factors from a manufacturer’s stand point.

A4 The State will continue to use the Producer Price Index (PPI) code of WPU 117606 – Machinery and equipment-Search, detection, navigation, and guidance systems and equipment until further notice.

Q5 Is the term six (6) years with any options to renew up to ten (10) years.

A5 This Contract will be for a term of six (6) years with no options to renew.

Q6 Discounts can be zero or whatever amount you choose?

A6 When submitting bids in BidBuy and the line item(s) requires a Unit of Measure of discount percentage, bidder may choose any value of a percent off the MSRP list.

Q7 Do you put a dollar amount in certain lines and a percentage when asked for discount percentage?

A7 Line items will have Units of Measure that will tell the bidder what to use. Entering pricing can be found in Section A.20.3.

Q8 You want us to Export line items, fill out the spreadsheet, and upload items and fill out what is online (BidBuy)? So, no uploading of spreadsheets, it’s either or, not both?

A8 The State requires that all pricing is input on the items tab in BidBuy. There are two ways to do this: you can manually enter in the pricing for each line item, or you can follow the instructions to export line items attachment on the attachment tab if you would like to upload them into the BidBuy items tab. Whichever route is selected, the end result must be the pricing being present on the items tab in BidBuy to be considered responsive.

Q9 What is considered a wet signature?

A9 Wet signature simply means the dedicated spot for the signature is to be signed in person in ink.

The document can be scanned and sent to the State as part of the required documents. Pre-stamped or copy and paste signatures are not considered a wet signature.

Q10 Only spec sheet is for moving radars. Are there any more specifications?

A10 Requested specifications are either attached to the bid or described on the line items in BidBuy.

Q11 Is Line #3 referring to dash mounted radar detection?

A11 Line #3 does refer to vehicle mounted or dash mounted units.
