About this file

This is a Bid Amendment Question and Answer document for pest control services at site J0100, 1011 East Ash Street, Springfield, Illinois, issued by the State of Illinois under Contract B-54333 (BidBuy Reference Number 27-416CMS-BOPM4-B-54333). The solicitation addresses pest control services with bids opening on October 13, 2026 at 1:00 p.m. CST. A mandatory pre-bid walk-through is scheduled for October 14, 2026 at 11:00 a.m., with failure to attend resulting in bid rejection. The site contact is Frank Schultz (217-494-6534). This procurement is restricted to Small Business Set Aside Program vendors only.

The Q&A document clarifies critical subcontracting restrictions through three questions and answers. Section 1.6 of the Contract explicitly prohibits all subcontractors, making subcontracting impermissible regardless of dollar value or arrangement type. Consequently, the subcontractor disclosure requirements in Instructions Section B.2.1 do not apply. Additionally, all licensing requirements specified in Section 1.3.4 must be held by the prime bidder at the time of bid opening; if not, the bidder will be deemed non-responsive. Section 4.3 of the Contract, which addresses subcontractor approval and disclosure, becomes informational only and does not apply to this procurement due to Section 1.6's controlling prohibition. All vendors must submit Standard Illinois Certifications (Version 26.2) and appropriate vendor disclosure forms with their bids.

Bid Amendment Question and Answer Document

27-416CMS-BOPM4-B-54333

Pest Control J0100 Springfield Bid Opens on 10/13/2026 at 1 PM CST

Question 1: We’re reviewing solicitation 27-416CMS-BOPM4-B-54333 for pest control at J0100, 1011 East Ash Street in Springfield, and would appreciate clarification on the subcontracting requirements. Instructions B.2.1 calls for subcontractor disclosure if a bid includes subcontractors. Contract Section 4.3 also addresses subcontractor approval and disclosure, but Section 1.6 states, “Subcontractors are not allowed.” Is Section 1.6 an intentional restriction for this solicitation, prohibiting all subcontracted pest-control work regardless of dollar value?

Answer 1: Per Section 1.6 of the Contract, “Subcontractors are not allowed” for this solicitation. As a result, the requirement in the Instructions document, Section B.2.1 regarding submitting subcontractor information does not apply.

Question 2: Or may a prime handle contract administration and coordination while a properly licensed subcontractor performs all field services with State approval? If that arrangement is allowed, please clarify whether the licensing requirements in Section 1.3.4 must also be held by the prime or may be satisfied by the licensed subcontractor performing the service.

Answer 2: Per Section 1.6, “Subcontractors are not allowed”; therefore, all required licensing as required per the solicitation must be active and in force and held by the prime bidder at the time of bid opening or the bidder will be deemed non-responsive

Question 3: Contract Section 4.3 addresses subcontractor approval and disclosure, but Section 1.6 states, “Subcontractors are not allowed.

Answer 3: Section 4.3 outlines requirements vendors must follow if subcontractors are permitted under the solicitation. However, Section 1.6 explicitly states that subcontractors are not allowed. Because Section 1.6 controls, Section 4.3 becomes informational only and does not apply to this procurement.
