About this file

The document is a set of Questions and Answers (Q&A) regarding Invitation for Bid (IFB) B-36918 for JPMC Paratransit Vehicles issued by the Illinois Department of Central Management Services. The IFB requests bids for the procurement of 14-passenger (Medium Duty) and 12-passenger (Light Duty) Paratransit Buses. Bidders have the option to bid on the Medium Duty buses, the Light Duty buses, or both configurations. The IFB includes provisions for pricing updates prior to contract award based on changes to vehicle model year and accessories/options pricing. The state has also granted a bid extension to allow bidders to provide actual chassis pricing rather than estimates, as Ford has announced upcoming changes to order banks and pricing.

The pricing for the Paratransit Buses is subject to economic adjustment clauses that allow for review and updates prior to contract execution. Bidders will enter, at minimum, the most current model year unit cost for the Paratransit Passenger Bus or Minivan meeting the specifications. Any pricing updates prior to an executed contract will be reviewed with the awarded vendors based on the available Vehicle Model Year Paratransit Passenger Bus or Minivan, as well as their Accessories and Options.

B-36918 JPMC Paratransit Vehicles Questions and Answers #3 Illinois Department of Central Management Services JPMC Paratransit Vehicles B-36918 Questions and Answers #3 9/5/23

Q1
We are working on this bid and noticed that the line items changed regarding the Light Duty and Medium Duty buses. It originally had separate line items where the two would be awarded separately, and a vendor could win one without winning the other. Now, it reads as you can only win the Medium Duty, and you get the option for Light Duty buses, as well.

We strongly feel that these two items should be awarded separately, as it originally was intended. If the Medium Duty and Light Duty are lumped together, we unfortunately will not be able to bid on any of these due to our manufacturer’s capacity.

We have done a lot of leg work on this bid already with the intent to submit a bid on the Light Duty. Can you please correct this in BidBuy, so the Medium Duty and Light Duty are both awarded separately?

A1

Q2

A2 The spec is written so that the base vehicle is the 14 passenger (Medium Duty).

· Option P brings it down to 12 passenger (Light Duty) Paratransit Bus.

· By completing Option P, bidders are providing the separate pricing for a Light Duty 12 Passenger /4 Wheelchair Position Paratransit Bus base vehicle.

· Line Item #52 allows bidders to provide multiple Paratransit Bus Catalog Options which could apply to either the 12 passenger (Light Duty) Paratransit Bus or the 14 passenger (Medium Duty) Paratransit Bus.

· Line Item #54 also provides a placeholder for Alternate Light Duty Paratransit Bus Orders for previous model years.

· Line Item #55 also provides a placeholder for Alternate Medium Duty Paratransit Bus Orders for previous model years.

So, a bidder could decide to only enter a unit price for Line Item #17 (Option P), for the 12-passenger configuration (Light Duty) Paratransit Bus base vehicle without entering anything for Line Item #1.

Or a bidder could enter a unit price for Line Item #1 for the 14-passenger configuration (Medium Duty) Paratransit Bus base vehicle without entering anything for Line Item #17.

· Options for the Medium Duty Paratransit Bus are Line Items #2 to #16.

Or a bidder could decide to bid both the 12-passenger configuration (Light Duty) Paratransit Bus base vehicle (Line Item #17) and also the 14-passenger configuration (Medium Duty) Paratransit Bus base vehicle. If the bidder decided to bid both configurations, they will complete all Line Items #1 to #17.

Please reference Exhibit A.

We are requesting an extension to allow proper pricing of the chassis associated with this IFB.

Ford has announced the order bank and pricing will be available the mid of October.

Currently bidders must estimate 2025 chassis pricing. The extension of time will allow all bidders to provide actual pricing providing the best pricing to the state.

Additionally, a lot of changes were made with the last addendum. Additional time to address these changes would allow all bidders the proper time to prepare their bids.

The Bid Opening date remains the same, 9/15/23.

Please reference REVISED IFB B-36918 Paratransit Vehicles dated 8-16-23, Contract Section 2.5.1 Economic Adjustment Clause for Paratransit Vehicles (Vehicle Model Year) and 2.5.13 Economic Adjustment Clause (Non-Vehicle Model Year) Accessories and Options.

Please also reference the Line items in BidBuy.

Bidder will enter, at minimum, the most current model year Unit Cost for the Paratransit Passenger Bus or Minivan meeting the Specifications.

Bidder will enter, at minimum, the most current model year Unit Cost for the Paratransit Passenger Bus or Minivan option meeting the Specifications.

Any pricing updates prior to an executed contract will be reviewed with the awarded vendors based on the available Vehicle Model Year Paratransit Passenger Bus or Minivan, as well as their Accessories and Options.
