2023 IDOT Minivan Paratransit Spec
1. GENERAL
1.1. SCOPE
1.1.1. These Technical Specifications cover requirements for modified Mini Vans that may be used for rural, suburban, and urban general paratransit service. Although the specification is written for a side-entry Van, one where the mobility aid or wheelchair enters via the side door, it does contain an alternative for a rear-entry design with two seating configuration options. Each of the three variants – Side Entry, Rear Entry with Seating Configuration A, and Rear Entry with Seating Configuration B has a separate price sheet where award will be considered independently of each other. See Section 6.0 for unique rear entry requirements. These vehicles shall be used on urban streets and rural roadways in the general environmental and climatic conditions prevailing throughout the State of Illinois. The Mini Van described by these specifications shall be a standard production van with structural and other modifications necessary to lower the floor to provide wheelchair or mobility aid accessibility through the use of a ramp. Vehicles with a raised roof are not acceptable unless the Vendor can demonstrate compliance with FMVSS 216 for roof strength and not exceed OEM GVWR.
1.1.2. It is the intent of this specification to describe the minimum design requirements for a vehicle rugged enough to withstand intensive daily service and provide maximum reliability and availability, with a minimum of maintenance and repair time and cost. The vehicle shall exhibit maximum appeal in appearance, comfort, and safety, combined with excellence in reliability, operating characteristics, efficiency, and economy of operation. Design is subject to review and final approval by the Procuring Agency.
1.1.3. The vehicle shall be fully compliant with the applicable requirements of the Americans with Disabilities Act (ADA) and any revisions published by the Architectural and Transportation Barriers Compliance Board or The Federal Transit Administration for non-fixed route operations. Where these specifications exceed the requirements of ADA, the specification requirement shall apply.
1.1.4. The vehicle provided shall be fully tested to assure compliance with the performance and safety requirements of the specifications. At the option of the Procuring Agency, the Vendor may be required to provide test results and/or certifications ensuring compliance with the requirements of the specifications. Test results, certifications or written documentation outlining test procedures and results shall be prepared by a Professional Engineer and/or test laboratory certifying compliance with requested specification requirements.
1.1.5. The standard vehicle shall accommodate a minimum of the driver and six seated passengers, and be convertible to two wheelchair/mobility aid positions plus the driver.
