About this file

This is a Performance Work Statement for demolition services at Joint Base San Antonio Lackland Air Force Base and Chapman Training Annex in Texas. The contractor must provide all labor, management, tools, supplies, and equipment necessary to demolish seven buildings (B2988, B2989, B4395, B5584, B7362, B7561, and B140) totaling approximately 52,170 square feet. The scope includes conducting pre- and post-demolition topographic surveys and photographic documentation by a registered professional land surveyor, removing all above and below-ground structures to a depth of three feet, removing concrete slabs and foundations to eight inches below grade, locating and properly disconnecting utilities to the nearest acceptable point, and removing all demolition debris for legal disposal. The contractor must abate hazardous materials per identified surveys, develop and submit grading and environmental protection plans, implement erosion control measures, and restore sites through final grading, seeding, and grass establishment with contractor maintenance until the second cutting.

Key requirements include submission of multiple plans with the proposal (Quality Control Plan, Demolition Plans, Hazardous Waste Management Plan, Storm Water Pollution Prevention Plan, Soil Management Plan, Accident Prevention Plan, Activity Hazard Analysis, and Asbestos Abatement Plan), obtaining state and local permits within 10 calendar days prior to demolition, and performing weekly progress reports. The contractor must comply with security requirements including obtaining base identification badges for all personnel, maintain current employee listings, and coordinate with the Contracting Officer Representative on all major activities. Special qualifications required include holding a Texas demolition contractor's license and appropriate federal and state certifications. Environmental compliance is critical, including testing soil for hazardous materials every 200 cubic yards, managing hazardous waste with manifests, and ensuring proper disposal at TCEQ-permitted locations. Performance thresholds allow no more than one defect per building for most deliverables and zero defects for utility termination and site restoration completion.
