About this file
This is a Limited Hazardous Materials Survey Report for Building 140 at JBSA – Chapman Training Annex in San Antonio, Texas, dated February 27, 2026, prepared by TTL, Inc. for the 802 CES/CENME Execution Support division.
The survey encompasses four primary assessments: asbestos-containing materials (ACM), lead-based paint (LBP), hazardous components, and mold. For the ACM survey, 84 bulk samples were collected and analyzed using Polarized Light Microscopy. Results identified asbestos at 1% or greater in ten material types, including steam boiler insulation (10% Amosite, 10% Chrysotile), domestic hot water tank insulation (65% Chrysotile), steam line pipe wrap (20% Amosite), door sealants (2% Chrysotile), drywall joint compound and texture (2% Chrysotile), vinyl composition tile and mastic (3-5% Chrysotile), ceramic tile thinset (2% Chrysotile), exterior CMU sealant (2% Chrysotile), and window glazing (2% Chrysotile). Roof materials were presumed ACM due to inaccessibility. For the LBP survey, 23 paint chip samples were analyzed; six samples exceeded the 0.5% lead threshold, including cream ceiling paint (0.650%), blue metal railing paint (18.560%), yellow metal pipe paint (1.961%), green CMU wall paint (0.553%), brown wood door paint (2.151%), and brown metal railing paint (2.481%). The hazardous components survey identified approximately 64 fluorescent light ballasts with mercury-containing bulbs, electronic thermostats, 6 illuminated exit signs with lead-acid batteries, 8 emergency lighting systems with lead-acid batteries, and 54 halogen light fixtures. The mold assessment documented visible growth in multiple areas with higher indoor spore concentrations (10,981 spores/m³ in the Main Gym and 7,313 spores/m³ in the Southwest Room) compared to outdoor levels (3,133 spores/m³), attributed to roof leaks and inadequate HVAC conditioning. Recommendations include removal of identified ACM under NESHAP protocols by licensed contractors, proper disposal of lead-contaminated materials, and remediation of moisture sources causing mold growth.

1.0 ASBESTOS-CONTAINING MATERIAL SURVEY
The limited asbestos survey was conducted on January 22, 2026, by Texas Department of State Health
Services (TDSHS)-licensed Asbestos inspectors Deborah Salahuddin (license number 603987), and
Nicolas Espino (license number 603646).
1.1 Sampling Methods
TTL performed the limited asbestos inspection survey in general accordance with TDSHS
Administrative Code Title 25, Part 1, Chapter 296, Texas Asbestos Health Protection Rules (TAHPR), as well as the United States Environmental Protection Agency (USEPA) National Standards for
Hazardous Air Pollutants (NESHAP). Approximate quantities of suspect materials were estimated by field measurements. The condition (e.g., good, damaged, significantly damaged) and friability (i.e., easily crumbled, pulverized, or reduced to powder by hand pressure) of suspect ACM was noted for each material. The friability of each sampled material was determined by hand-touch.
• Surfacing materials, including spray-applied or troweled on wall/ceiling coatings,
• Thermal system insulation (TSI), including pipe insulation, duct insulation, boiler lagging and
• Miscellaneous materials, including ceiling panels/tiles, floor tiles and mastic, gaskets (if accessible), and wallboard/joint compound.
Suspected ACMs were grouped into homogeneous areas (i.e., a material that is uniform in texture, color, date of application, use or system, and appears identical in every other aspect). Homogeneous areas were determined by the TDSHS licensed Asbestos Inspector(s) based upon date of installation and uniformity or color and texture. Fiberglass, foam glass, rubber or wood products, plastic products, glass and steel were not sampled since they are not considered suspect ACM.
1.2 Laboratory Analysis
A total of eighty-four (84) bulk samples were collected from the selected areas of the interior and exterior of the building. Samples were deposited in secure containers for transport to the analytical laboratory.
Bulk suspect asbestos samples were submitted under secure chain of custody and were analyzed utilizing Polarized Light Microscopy (PLM), following the USEPA PLM Method EPA-600/R-93/116. The bulk samples were analyzed by Moody Labs (Moody), in Farmers Branch, Texas. Moody is accredited by the National Institute of Standards and Technology National Voluntary Laboratory Accreditation
Program (NVLAP No. 102056-0) and licensed by TDSHS (license number 300084).
A summary of TTL’s asbestos sampling, including analytical results, sample number, material descriptions, sample locations, material condition, friability and estimated quantities is provided in
Table 1 below.

1.3 Findings
The laboratory analytical results identified asbestos at 1% or greater in the following materials:
▪ Steam boiler insulation found in boiler room.
▪ Dometic hot water pipe insulation found in boiler room.
▪ Steam line pipe wrap insulation found in boiler room and east restrooms.
▪ Thin sealant found on door in boiler room.
▪ Thick sealant found on door in main gym.
▪ Drywall system found in the southeast restrooms.
▪ 9” x 9” dark green VCT and black mastic found in east entry and southeast room.
▪ Thin set associated with 4” ceramic wall tile found in south restroom.
▪ Sealant on CMU found on the exterior of the building.
▪ Window glazing found on the exterior of the building.
Due to the lack of safe access to the roof, materials should be assumed to be ACM and removed under
NESHAP methods.
The site sample location map is provided in Appendix A. The laboratory report and chain of custody are provided in Appendix B.
1.4 Asbestos Recommendations
ACMs identified at the building that will be impacted by renovation or demolition should be removed and disposed of in accordance with federal, state, and local regulation, prior to disturbance. It is recommended that the asbestos abatement must be performed by a TDSHS licensed asbestos abatement contractor in accordance with a project design prepared by a TDSHS licensed asbestos consultant. In addition, third party air monitoring should be performed during the abatement. Prior to initiating an asbestos abatement project, written notification must be provided no later than 10 calendar days prior to starting abatement.
TTL Project No. 26-09-00191.00 Page 7 of 16
Contractors should use caution during construction related activities as concealed suspect ACM or other hazardous materials that were not previously analyzed may be encountered. If additional material, not previously sampled are later identified during construction related activities, then supplemental sample should be performed.
Materials that were noted as none-detected for asbestos may be disposed of as general construction debris.

2.0 LEAD BASED PAINT SURVEY
As part of the Hazardous Materials Survey, TTL representative Mr. Nicolas Espino, a Texas Department of State Health Services (TDSHS) certified Lead Risk Assessor (license number 2071258) conducted a lead-based paint (LBP) survey at the Site on January 22, 2026.
2.1 Sampling Methods
The LBP sampling was conducted in general accordance with sampling guidelines and methodologies documented in the U.S. Department of Housing and Urban Development (HUD) Guidelines for the
Evaluation and Control of Lead-Based Paint Hazards in Housing, Second Edition dated July 2012 and
EPA Lead: Requirements for Lead-Based Paint Activities in Target Housing and Child-Occupied
Facilities, dated August 1996. Paint chip sampling methods were utilized to complete this survey.
Lead-based paint (LBP) is defined as paint containing >1.0 milligrams per square centimeter (mg/cm2) as measured by >0.5% of lead by weight as analyzed by Atomic Absorption, for the purposes of renovation and/or demolition work. Occupational Safety and Health Administration (OSHA) defines
LBP as any paint containing detectable amounts of lead.
The scope of work required a visual inspection and sampling of all painted surfaces from the Site.
Paint chip samples were collected from painted areas throughout the Site.
2.2 Paint Chip Sample Summary
A total of twenty-three (23) paint chip samples were collected from painted areas at the Site. The samples were submitted to SanAir Technologies Laboratory, North Chesterfield, Virginia. The samples were analyzed for total lead utilizing EPA Method SW846/M3050B/7000B. A summary of the samples collected, and analytical results are presented in Table 2.

A sample location map depicting all sampling locations is included in Appendix A. The laboratory results can be found in Appendix B.
2.4 Lead Recommendations
Contractor(s) should be made aware of the results for LBP. LBP that is in poor or deteriorated condition or that is disturbed during renovation by dry sanding, scraping, brushing, or burning can produce dust with lead, which can be inhaled or enter the body from hand-to-mouth contact.
Prior to performing renovation or demolition activities, the contractor should be made aware of the presence of LBP or potential LBP particularly in the areas of observed damaged paint to satisfy the hazard communication requirements set forth by OSHA regulations. Specifically, the contractors should be required to comply with OSHA regulations including 29 CFR 1926.62, Lead Exposure in
Construction: Interim Final Rule and 29 CFR 1926.59, Hazardous Communication for the Construction
Industry.
If any renovation, repair or demolition activity will disturb the LBP, engineering controls such as barriers and water should be used to minimize dust levels. The public should be prevented from unauthorized access to the work area. Ambient air monitoring is recommended to document engineering controls are adequate and that the ambient airborne concentrations do not exceed the permissible exposure levels.

3.0 LIMITED HAZARDOUS COMPONENTS SURVEY
As part of this Hazardous Materials Survey, a Limited Hazardous Components Survey was conducted at the Site on January 22, 2026.
3.1 Purpose and Scope
The purpose of the Hazardous Component Survey was to visually identify suspect hazardous components at the Site. This survey included identifying equipment that may contain Polychlorinated
Biphenyls (PCBs) or Mercury that may be handled during renovation. These components may be subject to special handling for recycling or waste disposal prior to demolition activities. A hazardous component location map can be found in Appendix A.
3.2 Polychlorinated Biphenyls
PCBs are a class of man-made organic chemicals manufactured and used from the late 1920s until
1979 when the EPA banned its manufacture. PCBs are stable, resistant to acids and bases, have thermal stability, and fire resistance properties. These special properties led to widespread use of
PCBs in industrial and commercial applications including electrical, heat transfer, hydraulic, and lighting equipment, caulks, paint, coatings, etc. The EPA regulates PCBs through several statutes, the most comprehensive of which is the Toxic Substances Control Act of 1976 codified in 40 CFR Part
761. This regulation governs the use, marking, storage, recording, and disposal of PCBs and PCB waste. In Texas, PCB waste is regulated by the Texas Commission on Environmental Quality (TCEQ) through 30 Texas Administrative Code (TAC) Chapter 335.
Fluorescent Lamp Ballasts
Fluorescent Lamp Ballasts (FLBs) manufactured prior to July 1, 1979 may contain PBCs. FLB manufactured between July 1. 1978 and July 1, 1998 that do not contain PCBs must be labeled “No
PCBs”. If an FLB is not labeled "No PCBs", it is best to assume it contains PCBs unless it is known to be manufactured after 1979. FLBs manufactured after 1998 are not required to be labeled.
To inspect a light fixture for the presence of PCBs, parts of the fixture were temporarily removed to expose the ballast (if present) and identify a “no PCBs” label. A photograph was taken for every newly encountered ballast before the fixture was reassembled. Details regarding the styles of fluorescent light fixtures identified are provided below.
Approximately 64 individual ceiling mounted FLBs were observed throughout the building.
Approximately 10% of these fixtures were disassembled and the “No PCBs” label was observed.
Electric Transformers
Dielectric fluids in electrical transformers may contain PCBs. Pole mounted transformers were observed near the exterior on the east side of the building. The labels did not indicate the presence or absence of PCBs – additional investigation is required to determine the presence of PCBs in the dielectric fluids therein.
3.3 Mercury
Mercury is found in thermostats, switches, thermometers, compact fluorescent bulbs and fluorescent and high-intensity discharge lamps.
Approximately 64 of the ballasts at the Site were equipped with mercury containing fluorescent tube bulbs. 44 of these ballasts were equipped with “U” shaped mercury containing bulbs. 20 of the ballasts were equipped with two (2) mercury containing tube bulbs per ballast. They should be disposed of in accordance with applicable rules and regulations. All fluorescent bulbs must be disposed of as a
Universal Waste at an EPA approved recycling facility prior to any renovation / demolition activities.
TTL Project No. 26-09-00191.00 Page 12 of 16
All thermostats observed throughout the building were electric and do not contain mercury. All thermostats must be disposed as Universal Waste at an EPA approved recycling facility prior to any renovation / demolition activities.
3.4 Additional Hazardous Components
Approximately six (6) Illuminated exit signs and eight (8) emergency lighting systems were observed throughout the building. Approximately 10% of these fixtures were disassembled and they were found to contain Lead Acid back-up batteries. These batteries must be disposed of as Universal Waste at an
EPA approved recycling facility prior to any renovation / demolition activities.
Approximately fifty-four ceiling mounted lighting fixtures with Halogen bulbs were observed in the main gym and Squash Courts. These bulbs can be disposed of as regular waste.
TTL Project No. 26-09-00191.00 Page 13 of 16
4.0 LIMITED MOLD ASSESSMENT
As part of the Hazardous Materials Survey, On January 22, 2026, TTL representative Mr. Nicolas
Espino, a Texas Department of Licensing and Regulation (TDLR) licensed Mold Assessment Consultant
(MAC) completed a limited mold assessment and sampling of the Site area, which included the following.
4.1 LIMITED MOLD ASSESSMENT METHODS
TTL conducted a limited mold assessment in accordance with TDLR Texas Mold Assessors and
Remediators Administrative Rules (TMARR) as well as applicable portions of the Institute of Inspection, Cleaning and Restoration Certifications (IICRC) Standard and Reference Guide for Professional Water
Damage Restoration, Fourth Addition and the American Society for Testing and Materials (ASTM)
D7338-14 Standard Guide for Assessment of Fungal Growth in Buildings. The assessment included the following:
4.1.1 Building Materials Moisture Assessment
The relative moisture content (MC) of building materials potentially affected by moisture/water intrusion were measured by a moisture meter and or an infrared (IR) camera to identify temperature differentials that may be associated with wet building materials.
4.1.2 Indoor Air Parameters
TTL collected measurements of indoor relative humidity and temperature concentrations, as well as outdoors for comparison purposes utilizing a hand-held direct read instrument.
4.1.3 Bioaerosol Samples
Samples were collected in accordance with the American Council of Government Industrial Hygienist
(ACGIH) protocol outlined in “Bioaerosols: Assessment and Control”. Samples were collected by drawing air across an adhesive material within a “spore trap” cassette. Ambient air is drawn over the spore trap using a high-volume vacuum pump, calibrated to draw 15 liters of air per minute, for five minutes.
4.1.4 Surface Samples
Surface samples were collected via Tape Lift method from the surface of the select areas/materials with signs of suspect visible mold growth (SVMG) using clear adhesive tape. One side of the tape is pressed against an environmental surface to gather a representative sample of transient materials, such as mold spores
4.2 MOLD ASSESSMENT FINDINGS
4.2.1 Visual Observations and Building Materials Moisture Assessment
Visible mold growth was observed on the ceiling tiles in the south room, the wall and ceiling of the southwest room, in the southeast Men’s restroom, and the walls of the east restrooms. Water damage was observed in the locker room and on the wood in the southwest room and the east restrooms.
Moisture meter readings were taken from the building materials at the Site indicated the materials were dry at the time of the assessment.
4.2.2 Indoor Air Parameters
The American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE) Standard
62.1-2016, Ventilation for Acceptable Indoor Mold recommends an indoor temperature of 680
Fahrenheit (F) to 740F in the winter and 720F to 800F in the summer, and an indoor relative humidity
(RH) level of <65% to reduce the likelihood of conditions that can lead to microbial growth. Table 3, found below, lists the conditions observed during the assessment.

B.
4.2.3 Surface Sample Results
During the mold assessments, one (1) tape lift surface sample was collected from the drywall in
Men’s Southeast Restroom where suspect microbial growth was observed.
Clear tape was applied to the surface of suspect microbial growth. The sample was submitted under chain of custody to Moody Labs (Moody) located in Farmers Branch, Texas. Moody is a
TDLR license Mold Lab (LAB0117) and accredited by the American Industrial Hygiene
Association (AIHA) (102577).
TTL Project No. 26-09-00191.00 Page 16 of 16
Sample locations can be found in the sample location map in Appendix A. The laboratory analysis for surface tape sample collected during the mold assessment is presented in the table below and the analytical results are provided in Appendix B.

Laboratory results indicated moderate levels of mold spores from the tape sample on the surface where the sample was collected.
4.3 MOLD ASSESSMENT CONCLUSIONS
• The indoor spore trap samples of the building indicated higher levels of total mold spores compared to the outdoor comparison sample.
• Tape sample results indicated moderate levels of mold spores from the tape samples which confirm the presence of mold growth on the drywall in the southeast Men’s restroom where the sample was collected.
• The mold growth is likely due to roof leaks coupled with the lack of HVAC conditioning in the building.
• The temperature of the building was slightly below industry standards.
