About this file

This is a Performance Work Statement (PWS) for the removal and replacement of 16 ductless heat pump A/C systems with new cooling-only split A/C systems at Joint Base Lewis-McChord. The work encompasses Buildings 9160, 9162, 9190, 9934, and 9983, which serve as headquarters facilities for the 1st Special Forces Group (Airborne) and require climate control for critical computer and communication systems. The period of performance runs from September 28, 2026, to November 12, 2026, with work conducted Monday through Friday between 9 a.m. and 5 p.m., excluding federal holidays. The Government will award a firm-fixed-price contract with no personal services involved; the contractor operates independently under its own supervision and is solely accountable to the Government for performance standards.

The contractor must furnish all personnel, equipment, supplies, materials, tools, and supervision necessary to complete the work, including disconnecting power, recovering refrigerant to EPA standards, removing and disposing of 16 existing units (comprising specific brands: Friedrich, Intertech, Daikin, and Mitsubishi models), and installing 16 new cooling-only units capable of maintaining temperatures between 68–71 degrees Fahrenheit for optimal computer system operation. Additional requirements include purging and testing refrigerant and condensation drain lines, installing external condensation pumps, providing power and communication cables, filling systems with refrigerant, reconnecting power, and cycling and testing all installed units. The contractor must develop and maintain a quality control program and comply with JBLM security regulations, including employee identification badges and key control procedures. A Contracting Officer Representative (COR) will monitor technical performance, and the contractor must submit all labor hours (including subcontractor hours) to the Army's Contractor Management Reporting system at www.ecmra.mil no later than October 31 of each calendar year.
