The United States Special Operations Command is procuring removal and replacement of 16 ductless split cooling-only air conditioning units across five buildings (9160, 9162, 9190, 9934, and 9983) at the 1st Special Forces Group (Airborne) headquarters. The period of performance runs from September 28, 2026, through November 12, 2026, with work limited to standard operating hours (0900-1700, Monday-Friday, excluding Federal holidays). The Contracting Officer is SSG Sharples (jermaine.t.sharples.mil@socom.mil) and the Contract Specialist is CPT Adams (michael.a.adams.mil@socom.mil).

The solicitation requires offerors to submit proposals organized into four distinct volumes: Volume I (Technical Approach & Execution Capability, 25 pages) addressing equipment specifications, EPA refrigerant recovery procedures, piping and condensate line installation, and work scheduling; Volume II (Quality Control Plan, 15 pages) detailing inspection procedures and testing protocols; Volume III (Past Performance, 10 pages) documenting three relevant projects completed within the last three years; and Volume IV (Price & Administrative Submissions) providing completed pricing schedules, unlocked Excel cost models, and compliance documentation. All questions and requests for information must be submitted in writing to the Contracting Officer and Specialist by the RFI cutoff date, with responses compiled and posted via amendment to SAM.gov. A Government-escorted site visit will be conducted to allow inspection of existing equipment, refrigerant lines, condensation pathways, and electrical connections. Proposals must be received by the closing date specified in SF-1449 Block 8, submitted electronically in searchable PDF and unlocked Excel formats, with pricing held firm for 90 calendar days.
