About this file

This is a Public Records Act (CPRA) Exempt Items disclosure form issued by the City of Lompoc, California in connection with Request for Qualifications/Proposals (RFQ/RFP) No. 3095 for the Lime Slaker Replacement Project at the City's Water Treatment Plant. The form requires proposers to identify and itemize any copyrighted material, trade secrets, or other proprietary information that they claim is exempt from disclosure under the California Public Records Act. Proposers must select one of two options: either list CPRA exempt items with the relevant CPRA provision approving nondisclosure, or certify that no CPRA exempt items are included in their proposal. The form is part of the larger procurement for preliminary design services and proposal documents for the upgrade of two existing lime slaker units serving the City's water treatment operations. Proposals are due by 2:00 p.m. on Thursday, April 30, 2026, with a non-mandatory pre-proposal meeting and site visit scheduled for Monday, April 13, 2026, at 10:00 a.m., and written inquiries due by Tuesday, April 21, 2026, at 4:00 p.m.

Any proposer claiming exemption from disclosure must include a specific indemnification statement in their proposal agreeing to hold the City harmless from any claims or liability resulting from the City's refusal to disclose the claimed exempt materials. Failure to include this indemnification language constitutes a waiver of the proposer's right to exemption from disclosure. Proposals must be submitted in one original with original signatures, three hard copies, one thumb drive, and uploaded to the OpenGov platform, with proposed fees submitted separately in a sealed envelope. The selected consultant will enter into an initial three-year contract term with options for two additional one-year renewal periods, with total compensation to be determined during fee negotiations and not to exceed a dollar amount specified in Exhibit B of the final Professional Services Agreement. All proposers must maintain required insurance coverage, comply with California Labor Code prevailing wage requirements, and hold a valid Business Tax License with the City of Lompoc.
