The City is soliciting qualifications and proposals for the upgrade of two lime slaker units at its Water Treatment Plant located at 601 East North Avenue. Proposals must be submitted in sealed envelopes containing one original with original signatures, three copies, a thumb drive, and uploaded to the OpenGov project site, with a deadline of 2:00 pm on Thursday, April 30, 2026. Proposals received after this time will be returned unopened. Proposals remain valid for 90 calendar days after the bid opening date. Submissions should be directed to Theresa Hernandez, Senior Buyer, City of Lompoc Purchasing Division, 100 Civic Center Plaza, Lompoc, California 93436. Proposed fees must be submitted in a separate sealed envelope and are not to be included on the thumb drive or uploaded to OpenGov. Proposals will not be publicly opened and read, and all communication regarding the solicitation must be directed to the Purchasing Officer or designated Purchasing staff contact only.
Proposers claiming exemption from disclosure under the California Public Records Act for copyrighted material, trade secrets, or other proprietary information must identify such items in writing and include a mandatory indemnification statement agreeing to hold the City harmless from any claim or liability related to the City's refusal to disclose such protected information. Failure to include the required indemnification statement constitutes a waiver of the proposer's right to exemption from disclosure. Interested vendors must complete and return the Registered Proposer Information Sheet prior to proposal submission to ensure they are listed as a registered proposer and receive notice of any amendments to the solicitation.
