1. BACKGROUND

The City of Lompoc is located where California Hwy 1 and Hwy 246 meet: Fifty-five miles Northwest of Santa Barbara and ten miles Southeast of Vandenberg Air Force Base. Rolling hills surround the

Lompoc Valley in the north, south, and east. The Pacific Ocean is 9 miles to the west. The Santa

Ynez River (dry most of the year) runs east to west through the valley. A chaparral forest with sandy soil, named Burton Mesa, runs to the north.

Lompoc weather is broadly defined as a cool Mediterranean climate that is typical to most coastal areas in Southern California. In Lompoc, the summers are short, comfortable, dry, and mostly clear and the winters are cold, wet, windy, and partly cloudy. Over the course of the year, the temperature typically varies from 40°F to 72°F and is rarely below 32°F or above 82°F.

The City of Lompoc (City) has prepared this Request for Qualifications/Proposals (RFQ/RFP) for the upgrade of two Lime Slaker units at the City’s Water Treatment Plant (WTP) located at 601 East

North Avenue in the City of Lompoc, Santa Barbara County, California.

The City desires to select a qualified consultant to provide preliminary design services, and prepare

Proposal documents (plans, specifications, estimates) for the lime slaker replacement project. The

City also expects to have same consultant provide Proposal phase and construction phase services to see the Project through construction.

2. PROJECT DESCRIPTION

The City of Lompoc is looking for qualifications and proposals for the Upgrade of Two Lime Slaker

Units at the City’s Water Treatment Plant located at 601 East North Avenue.. These specifications represent features best suited to the intended use of the department. Judgment of the exceptions is to rest with City of Lompoc Purchasing.

As part of their proposal, Proposer must provide a “Deviations” page for any exception(s) taken to the scope of services. If exception(s) are not noted, the City will assume the bidder will meet all requirements and assume full responsibility to meet the specifications.

This project will be funded by Water Lime Slaker Account; and is subject to state and Federal rules & regulations.

The City will award this contract based on the best value to the City. Proposals will be ranked by the

City based on established ranking criteria. The top-ranked firm will then enter contractual and fee negotiations with the City.

A. INTRODUCTION

B. BACKGROUND

The City of Lompoc uses a conventional treatment process to ensure the safety and quality of drinking water to their 43,000 residents. The water supply comes from a number of groundwater wells throughout the City, and the treatment process consists of disinfection, coagulation, flocculation, sedimentation, and filtration with diatomaceous earth (DE). Constructed in 1964, the treatment plant was originally designed to treat approximately 6 million gallons per day (mgd). With some enhancements and additions of filters, the capability of the water plant today stands at approximately

10 mgd.

The City has two continuous-feed lime slaker units that feed calcium oxide (pebble lime) to the slaking mixing chamber. The reaction with water forms Calcium Hydroxide which is fed to the flash mixer for Flocculation and Sedimentation and needs to modernize and replacing the existing units.

Each existing lime slaker unit is capable of accommodating the full 10 mgd capacity of the WTP. The slaker units take pebble lime in dry form to prepare a slurry for feed into the flash mixer. The slaking process is exothermic, releasing heat as the quicklime and water mix and chemically combine. The water treatment plant process flow diagram is included in Exhibit 1.

Current Process Issues. Photographs of one of the two existing lime slaker units is included as

Exhibit 2. Some of the considerations for replacing the new lime slaker units include, but are not limited to:

• Some grit currently settles out in the mixing chamber as opposed to the grit chamber. This is a continued maintenance issue for operations staff.

• Improved process mixing control as a function of slurry viscosity, temperature and water feed rates.

• More precise control of lime feed from the hopper is desired (existing hoppers to remain).

• Pros and cons of batch versus continuous feed lime slaking.

3. SCOPE OF WORK

3.1. INFORMATION AVAILABLE

Consultants are encouraged to review current available project-related information electronically;

such documents will be made available by download at the City’s website, https://www.cityoflompoc.com/government/departments/utilities/water and also via OpenGov project site.
