About this file

This is a Public Construction Bond document issued by the Board of County Commissioners, Walton County, Florida, for the Mack Bayou Road Pedestrian Improvements Phase I project. The bond secures the principal contractor's performance of the construction contract and compliance with payment obligations to all laborers, material suppliers, and subcontractors involved in the project. The project involves constructing a multi-use path approximately 10,845 linear feet long, extending from Monarch Drive to Harborview Road in Santa Rosa Beach, Florida, which includes milling and resurfacing of the existing roadway. The contract duration is 180 days for substantial completion, with an additional 30 days allocated for punch list items. Bid responses are due by February 25, 2025, at 3:00 pm, and a non-mandatory pre-bid conference is scheduled for January 28, 2025, at 10:00 am. The bond document establishes the legal framework requiring the surety to guarantee the principal's performance and financial obligations under the construction contract.

The Public Construction Bond requires the principal and surety to guarantee performance of all work and materials furnished under the contract for the specified term. Contractors must maintain comprehensive insurance coverage and comply with state and federal regulations, including E-Verify employment verification and provisions against unauthorized alien employment. The project is partially funded through a State Funded Grant Agreement with the Florida Department of Transportation (FDOT), and contractors must be pre-qualified by FDOT in specific work classes including drainage, flexible paving, grading, and sidewalk construction. Liquidated damages are assessed at $2,667 per calendar day for failure to meet completion deadlines. Contractors must submit performance and payment bonds, insurance certificates, previous experience documentation, and various compliance forms. Venue for any litigation arising from the bond is established in Walton County, Florida.
