About this file
This is a Project Manual and Specifications document for the West Virginia Schools for the Deaf and Blind (WVSDB) Keller Hall Renovations project located in Romney, West Virginia, prepared by The Thrasher Group architecture firm. The project involves comprehensive renovations including replacement of all windows, upgrades to portico ceiling and columns, repointing of window well brick, installation of new stone caps, interior improvements to create a secure school entrance, and plumbing work including waste piping replacement, new faucets, shower inserts, mop sinks, shower valves, access doors, and water heater replacement with thermostatic mixing valves. The contract is structured as a single prime contract with the contractor responsible for furnishing and installing all materials, equipment, and labor necessary for project completion. Key administrative requirements include submission of a CPM (Critical Path Method) schedule within 14 days of the Notice to Proceed, a Schedule of Values coordinated with the construction schedule, submittal schedules for all materials and equipment, and comprehensive shop drawings for doors, frames, hardware, windows, and specialty items. The project includes allowances for 60 linear feet of brick repointing and 100 linear feet of cast stone repair or replacement, with unit prices to be established for these items. A preconstruction conference must be conducted no later than 15 days after execution of the Agreement, and progress meetings are scheduled monthly.
Pricing will be established through competitive bidding on the lump-sum contract amount with adjustments for change orders, unit price work, and allowance adjustments as construction progresses. The contract includes a five percent (5%) retainage throughout the construction period with ninety-five percent (95%) payment of work completed. The contractor must maintain performance and payment bonds as required by West Virginia state regulations and must comply with supplementary general conditions modifying the AIA Document A201-2017 standard form, including overhead and profit limitations for change order work (15% for contractor's own forces, 8% for subcontractor work). All door hardware is specified from scheduled manufacturers with no substitutions permitted for certain items, and the contractor must furnish complete key control systems and coordinate with the owner's existing Master Key System. The project requires compliance with West Virginia prevailing wage requirements, certificates of insurance naming the state as additional insured, and final closeout documentation including as-built schedules, warranties, operation and maintenance manuals, and record drawings. Substantial Completion procedures require submission of a punch list at least 10 days prior to inspection, with all closeout requirements including final cleaning, demonstration and training of owner's personnel, and submission of all warranties and Project Record Documents completed before final payment authorization.
