About this file
The document is a Project Description Summary for Mountain Parks Electric Inc. (MPEI), a utility provider in Colorado, detailing six wildfire mitigation powerline projects funded through the Colorado Department of Public Safety's Division of Homeland Security and Emergency Management (DHSEM) Hazard Mitigation Grant Program. The projects, located in Grand and Jackson counties, involve upgrading and undergrounding existing overhead power lines, with construction timelines ranging from immediate post-contract award to summer 2026. The six specific projects include County Road 5 (1.5 miles of underground powerline), East of 3-Way (5.3 miles of line upgrades), Trail Creek (underground construction), Kremmling South (3.25 miles of line upgrades), Kremmling Irrigation (power line upgrades), and Walton Peak #1 (underground and overhead line improvements). The contract is estimated to run from Q3 2025 to Q1 2027, with potential extensions, and requires a contractor experienced in both overhead and underground 25kV distribution construction.
The project is primarily funded through the FEMA Hazard Mitigation Grant Program, with an emphasis on wildfire risk reduction and infrastructure resilience. MPEI will award the contract based on contractor qualifications, safety record, references, and pricing. Environmental considerations are significant, with projects traversing areas including national forests, BLM and Forest Service properties, wildlife habitats, and areas affected by previous wildfires like the Mullen fire. Each project location requires specific environmental and easement considerations, with Mountain Parks Electric maintaining a 10-foot right-of-way around power lines. The contractor will be responsible for obtaining necessary construction permits, negotiating with landowners, and mitigating potential crop damage during construction.

Note: Start date of all projects can be affected by DHSEM. No project is estimated to be able to start earlier than July 2025.
1.) County Road 5
This project is upgrading 1.5 miles of existing overhead powerlines to underground powerline, utilizing 500 kcmil Okonite primary cable, UG Pad Mount Switch Gears and appurtenant equipment. This project area will begin near (Lat;39.95803091 Long;-105.847181) and consists of 1.5 miles of line located in an area where there are lodgepole pine trees, and native grasses, populated by wildlife.
Construction Timeline – Construction for this line can start immediately after contract award and will likely take the remainder of 2025 construction season and the 2026 construction season. All easements and environmental permits have been obtained. Contract will need to get any construction permits required for this project.
2.) East of 3-Way
This project is upgrading 5.3 miles of 3 phase #4 ACSR to 1/0ACSR and 0.9 miles of single phase #4 ACSR to 1/0 ACSR. This project in located in Jackson County near Colorado State Hwy 125, the mitigation area will begin at (Latitude: 40.9194504; Longitude-106.249809). The ending point will be located at (Latitude: 40.98452578; Longitude:-106.221791). This area is inhabited by wildlife, and the geography is mainly sagebrush and lodgepole pine trees. There are also many dead and burned trees in this area that were damaged by the Mullen fire. This mitigation area is adjacent to BLM and Forest Service Property and near National Wildlife Refuge. There are residences and ranches in this area. Mountain Parks Electric maintains a right of way around this power line of 10 feet on either side that is cleared and maintained defensible space. Two locations along this route are environmentally sensitive areas and will require the existing pole to be cut at the base and removed on rubber-tire vehicles.
Construction Timeline – Construction for this line can start immediately after contract award. All easements and environmental permits have been obtained. Contract will need to get any construction permits required for this project.
3.) Trail Creek This project is upgrading existing overhead 1/0 powerlines to underground construction, utilizing 1/0 Okonite primary cable, UG Pad Mount Transformers, and appurtenant facilities. The mitigation area begins at PVID#12873 and ends at PVID#11890, encompassing 8.47 acres. There are approximately 107 consumers directly fed by this line. The mitigation area is near the Arapahoe National Recreation Area and the Red Top Vally Ditch. There are many residences and ranches in this area and it is a popular migratory area for elk, moose, and deer.
Construction Timeline – Construction for this line can after easements have been obtained. MPEI are currently working on obtaining easements and anticipating having them by August. All environmental permits have been obtained. Contract will need to get any construction permits required for this project.
4.) Kremmling South This project is upgrading 3.25 miles of 3 phase #4 ACSR to 1/0 ACSR and 0.38 miles of single phase 6A CWC to 1/0 ACSR and replacing power poles. This line is near critical infrastructure such as the railroad, the town of Kremmling and the Colorado River. There are multiple species of birds in the area and a lot of sagebrush. The proposed area of mitigation begins at (Latitude:40.04122706; Longitude: 106.381478), and ends at (Latitude: 40.00518317; Longitude: -106.374767). Mountain Parks Electric maintains a right of way around this power line of 10 feet on either side that is cleared and maintained defensible space.
Construction Timeline – Construction of this line can be start immediately after contract award but the retirement will need to be after the landowners have harvested the grass hay meadows. All easements and environmental permits have been obtained. Contract will need to get any construction permits required for this project. Project could be constructed and retire in the summer months, but the contractor would be responsible for the cost of all crop damage. Contractor is responsible for negotiating with landowners.
5.) Kremmling Irrigation (West and East) This project is upgrading three phase power line constructed of 6A CWC copperweld with 1/0 ACSR and some power pole replacement. We will also increase spacing between phases, which will help prevent outages from phases encountering each other due to wind or snow loading. it will improve sagging and spacing, which will help prevent Avian death. We will also install a viper recloser with Arch sense capability to help reduce the risk of this line starting a fire. The project will begin at PVID# 44669 and end at PVID# 38876. Mountain Parks Electric maintains a right of way around this power line of 10 feet on either side that is cleared and maintained defensible space. The mitigation area consists of sagebrush, grasses, and is near the Colorado River and is inhabited with Eagles Pelicans, Ospreys, and other wildlife.
Construction Timeline – Anticipating late fall and winter construction for this line due to grass hay meadows. MPEI are currently working on obtaining easements for 1 final landowner on Kremmling Irrigation East and anticipating having them by August. All environmental permits have been obtained. Contract will need to get any construction permits required for this project. Project could be constructed in the summer months, but the contractor would be responsible for the cost of all crop damage. Contractor is responsible for negotiating with landowners.
6.) Walton Peak #1
This project is up upgrading existing overhead power lines to underground construction, utilizing 1/0 Okonite primary cable, UG Pad Mount Transformers, and appurtenant facilities. This project is from the location of PVID#42764 (LAT: 40.38132779 LONG: -106.667929) -to PVID #42815(LAT: 40.35442574, LONG: -106.699083) and upgrade the remaining overhead line which currently consists of 1/0 ACSR, to be located at PVID#39758 (LAT: 40.35442574, LONG:-106.699083) to PVID#40591 (LAT: 40.39186577 LONG: -106.623266) to fully insulated tree wire with Arc sensing protection. This overhead line is in a remote forested area with many spruce trees, some of which have been affected by the Spruce Beetle Epidemic, which makes this area high risk for wildfire. The mitigation area is located on US Forest Service Property. Mountain Parks Electric maintains a right of way around this power line of 10 feet on either side that is cleared and maintained defensible space. This line delivers power to a critical Communications Tower that serves 15 meters including the FAA, Emergency Communications, Radios, and Cell Phones.
Construction Timeline – Construction for this line can start summer 2026. MPEI are currently working on obtaining easements and are working on the final environmental permits with the US Forest Service. Anticipating have them prior to the summer of 2026. Contract will need to get any construction permits required for this project.
