14.6 Contractor shall be responsible for removing any pole racks and all remaining construction materials including cleaning out the supply trailer and notifying the warehouse they no longer need the trailer upon completion of the project.

15. Right-of-Way Clearing (Primary Lines)

15.1 R20, R30 or R120: The unit is 1,000 feet in length and 20, 30 or 120 feet in width (to be measured 10, 15, or 60 feet on each side of the pole line) of actual clearing of right-of-way.

This includes clearing of underbrush, tree removal, and such tree trimming as is required so that the right-of-way, except for tree stumps which shall not exceed 0.5 feet in height, shall be clear from the ground up on one side of the line of poles carrying primary conductors of the width specified. However, low growing shrubs, which will not interfere with the operation or maintenance of the line, shall be left undisturbed if so directed by the MPEI Representative. Slash may be chipped and blown on the right-of-way if so specified. This unit does not include clearing or trimming associated with secondary line or services which is included with conductor units. The segmental length of actual clearing shall be measured in a straight line parallel to the centerline of the line using the maximum dimension of foliage cleared and projected to the ground line. All trees and underbrush across this width of the right-of-way shall be considered to be grouped together as a single length in measuring the total length of clearing. Spaces along the right-of-way in which no trees are to be removed or trimmed or underbrush cleared shall be omitted from the total measurement. All length thus arrived at, added together and divided by 1,000, shall give the number of 1,000-foot R20, R30 or R120 units of clearing. This unit includes the removal or topping, at the option of the Contractor, of danger trees outside of the right-of-way when so designated by the Engineer.

(Danger trees are defined as dead or leaning trees which, in falling, will affect the operation of the line.) Contractor shall not remove or trim shade, fruit, or ornamental trees unless so directed by the MPEI Representative.

15.2 The property owner’s written permission shall be received prior to cutting trees outside of the right-of-way. Trees fronting each side of the right-of-way shall be trimmed symmetrically

MPEI General Distribution Line Construction Specifications Page 6 of 6 unless otherwise specified. Dead trees beyond the right-of-way which would strike the line in falling shall be removed. Leaning trees beyond the right-of-way which would strike the line in falling and which would require topping if not removed, shall either be removed or topped, except that shade, fruit, or ornamental trees shall be trimmed and not removed, unless otherwise authorized.

15.3 Unless R20, R30 or R120 clearing units are specified, it is expected that only minor, select clearing will be required to maintain safe clearance for hot work. The cost of trimming and other clearing requirements is to be included in the pole or pole top assembly units as deemed appropriate by Contractor. If Contractor expects more than minor topping or removal will be required in a location, Contractor shall notify the MPEI Representative. The MPEI Representative may need to notify property owners prior to the clearing work being accomplished.

25kV System and Equipment Grounding

March 2011

1. Size of Grounding Electrode Conductor A bare #6 copper wire is the minimum size of grounding conductor to be used from earth grounding electrode (ground rod or equivalent electrode) to MPEI’s OH system neutral conductor (up to a maximum 477 ACSR neutral size based on NESC 93C2 requirement for multi-grounded system grounding conductors having at least 20% of the ampacity rating of the conductors to which connected). A bare #6 CU is also minimum size to be installed from earth grounding electrode to an underground primary circuit neutral (500 kcmil AL cables and smaller).

2. Size of Equipment Tap and Grounding Conductor The following table provides the normal size OH primary tap conductors or UG cables sizes used to connect various types of equipment and the appropriate size of conductor to be used to connect tank/ground terminals to the system neutral conductor.

CAUTION: These ground conductor sizes are adequate for fault current experienced during equipment failure but may burn open in the event a fallen primary conductor lands on a tank (resulting in an energized tank), or due to lightning backflash from a phase conductor to the pole grounding conductor on static shielded lines. Safe approach distances and energized work practices shall be followed during work whenever grounding conductors may have melted open.

The above sizing continues system neutrals at cable riser poles as well as limits temperature rise to the 250C limit of compressive/mechanical connectors for MPEI’s primary protective practices (including automatic reclosing followed by one manual reclose, but not necessarily for worst case feeder breaker backup protection fault clearing times).

MPEI 25kV System and Equipment Grounding.doc Page 2 of 3

3. Size of Pole Ground Conductor from Overhead Ground Wire (OGW or Static Neutral) to Primary Equipment Pole ground conductor between overhead ground wire (static neutral) & primary equipment installed below should be at least #4 copper (or minimum equivalent to primary jumper size) to handle fault current duty during equipment failures. When no primary equipment is installed at a location, the minimum pole ground size is #6 copper.

4. System & Equipment Grounds

4.1 Install at least one ground rod or alternate electrode on all 25kV multi-grounded 4-wire system and equipment grounds.

4.2 MPEI requires equipment grounds be a looped conductor with two fault current return paths between the equipment and system neutral conductor (with two separate crimps at an overhead neutral conductor).

4.3 Besides grounds at every equipment site, NESC requires at least 4 grounds in each mile of line for multi-grounded 4-wire systems (MPEI 25kV), not counting those at service entrances.

5. Overhead Pole Grounding

5.1 Due to rocky conditions and high resistivity soil, MPEI requires a ground rod at each pole).

5.2 Locate the pole ground on the same side as the neutral conductor and in the quadrant opposite from the pole climbing space.

5.3 Drive ground rod to a depth at least 12” below grade.

5.4 Keep a minimum 2” clearance between ground conductors and unbonded hardware to avoid

RFI/TVI.

5.5 Route pole grounds between primary level and overhead ground wire (static neutral) on the side of the pole opposite from the center phases and use insulated 600-volt wire for wildlife protection.

Approximate Length of Wire & Staples Required for 25kV Circuits (Without OGW)

Pole Size Ground Wire to Neutral Approx. No. of Staples 35’ 30 ft. 25 40’ 35 ft. 28 45’ 40 ft. 31 50’ 45 ft. 34

Add 10 ft. of ground wire and 12 staples for any OGW; add 10 ft. of ground wire for second ground rod.

6. Padmount Equipment Grounding Standard grounding connection at a padmount transformer, sector cabinet, switch, or similar equipment is a loop of bare copper sized per the table in paragraph 2 above between primary cable neutrals and two ground lugs on the equipment, For larger cables where a ground loop of #1/0 copper is required, the grounding electrode conductor may be a minimum #6 copper crimped to the ground loop.

7. Bond to Metal Communications Pedestals A ground conductor bond minimum #6 copper is required between padmount metal-enclosed power equipment and any metal communications pedestals within 6 feet or less.

8. Alternate Earth Grounding Electrode An alternate electrode to a driven ground rod is a buried counterpoise wire, at least 100 feet in length and a minimum #6 bare copper buried 18-30” deep in either a straight line or in a star pattern radiating from the pole or vault. This is typically used in rocky areas where driving a ground rod is impossible. Pole butt plates do not count as an equivalent of one electrode.
