About this file

This is a Professional Services Supplemental document issued by the State of Maryland in July 2024 for a contract opportunity involving an instant ticket lottery central system, instant ticket lottery machines, and related services for veterans' and fraternal organizations. The supplemental document outlines additional requirements under Section 2 of the solicitation and does not establish specific quantities, response dates, due dates, site visits, bidder meetings, award dates, or contract terms, as these elements are contained in the primary solicitation documents.

The supplemental establishes mandatory security and personnel requirements for contractor performance. All contractor personnel must display company identification badges while on State premises and ITLM locations and cooperate with State site requirements, including potential escort requirements and badge issuance procedures. Contractor personnel must undergo criminal background checks, including CJIS State and federal checks with fingerprinting, at the contractor's expense prior to assignment. Personnel with certain criminal convictions—including crimes against property, theft, telecommunications and electronics crimes, fraud, crimes against public administration, and crimes of violence as defined under Maryland law—are prohibited from working on the contract. More restrictive conditions may apply to specific on-site locations. The State reserves the right to refuse any contractor personnel access to State premises based on background check results, and the Contract Monitor's decisions regarding candidate acceptability are final. Personnel substitutions after contract commencement require prior written approval from the Contract Monitor, with unauthorized substitutions subject to contract termination for default. The solicitation does not require a DHS Hiring Agreement, Location of the Performance of Services Disclosure, or HIPAA Business Associate Agreement.
