About this file

This is an appendix detailing reporting requirements for the Maryland Lottery and Gaming Control Agency (MLGCA) in connection with the Veterans' and Fraternal Organizations Instant Ticket Lottery Machines and Central System solicitation. The contractor must provide comprehensive reporting across four categories: operational reports for the MLGCA, financial reports for the MLGCA, financial reports for individual ITLM facilities, and tax reporting. Operational reports include transactions reports, software utility check reports, non-reporting ITLMs reports, hourly gameplay reports, asset tracking reports, security and access audits, and performance metrics, with frequencies ranging from daily to annual submission. Financial reports for the MLGCA encompass facility account history, accounting detail reports, claims processing reports, W2G forms management, check registers, positive pay files, facility lists, and program summary reports, generally due on a daily, weekly, or monthly basis with the ability to generate custom date ranges. Additional financial reporting for ITLM facility management includes weekly sweep invoices, retailer profit reports, drop reports, cashier activity reports, machine revenue reports, and progressive jackpot reports, most due weekly or on demand.

The second category of financial reports for ITLM facilities and tax reporting ensures detailed reconciliation and regulatory compliance. Facility reports must include detailed invoice information such as dollars played, won, net proceeds, commissions, voucher transactions, adjustments, lease fees, and retailer sweep amounts submitted weekly to each location. Tax reporting requirements include annual Facility 1099 Year-End Earnings Reports by program and W2G Year-End Reportable Prize Reports in Excel format, with specific data fields to be provided upon request. The contractor must retain physical or electronic copies of all retailer invoices for a minimum of seven years after the invoice date and conduct annual failover testing with results submitted within five business days. All reports must be provided in formats specified by MLGCA, including PDF and Excel file types where applicable, with the contractor maintaining the capability to generate reports on demand for specified date ranges and subsets of ITLM locations.
