About this file

This Professional Services Supplemental document pertains to Solicitation #BPM052794 issued by the State of Maryland for Satellite Television Programming Services for the Evaluation Center Inc. (ECI) and ECI-Annex facilities. The solicitation seeks satellite television programming services for a five-year contract term. The supplemental document, effective July 2024, establishes additional requirements beyond the base solicitation and addresses operational and security protocols for contractor personnel performing work on state premises.

The supplemental outlines comprehensive security requirements applicable to all contractor personnel, including mandatory display of company identification badges, cooperation with state site escort requirements, and submission to criminal background checks at the state's discretion. Personnel working at facilities under the Department of Public Safety and Correctional Services (DPSCS) jurisdiction may be subject to searches, fingerprinting, photographing, and issuance of DPSCS identification cards. Contractor personnel must comply with Maryland Criminal Law Articles 9-410 through 9-417 and applicable facility security policies, with non-compliance constituting grounds for immediate contract termination. The document further specifies that any substitution of designated personnel after contract commencement requires prior written approval from the Contract Monitor, and unauthorized substitutions may result in default termination. The solicitation does not require a Department of Human Services Hiring Agreement, Location of Performance of Services Disclosure, or HIPAA Business Associate Agreement.
