About this file

This Addendum No. 1 document, issued by the Maryland Department of Public Safety and Correctional Services (DPSCS), amends the Invitation for Bid (IFB) No. BPM052794 for satellite television programming services at the Eastern Correctional Institution (ECI) and ECI-Annex located in Westover, Somerset County, Maryland. The solicitation seeks a single contractor to provide satellite television programming services with headend equipment for five years with no renewal options. The contractor is responsible for providing reception of agreed-upon channels, transmitting programming from the Communication Room in the East Gatehouse, and providing, installing, and maintaining all necessary headend equipment and satellite dishes. The facilities currently house a combined average daily population of 3,246 incarcerated individuals and employ approximately 788 DPSCS employees. Satellite television programming will serve approximately 3,000 televisions across both institutions. A pre-bid conference was held on December 11, 2025, at 11:00 AM, with one vendor (TCI Minisat, LLC) in attendance. The bid due date is 2:00 PM on Tuesday, December 30, 2025, with electronic submission required through eMaryland Marketplace Advantage (eMMA). All bids must include the completed Attachment B Price Form and a total lump-sum bid amount to be considered responsive.

The addendum makes specific amendments to the original solicitation: Section 2.2 now clarifies that satellite television programming will serve approximately 3,000 televisions, and Section 2.2.1.3 corrects a duplicate channel 20 by designating USA Network as Channel 21 instead. The contractor must provide quality television programming including all available local channels (ABC, CBS, CBS 10-2, CW, FOX 21, and PBS) plus a minimum of 16 additional channels including WNBC-NBC 4, CNN, ESPN, ESPN2, FX, TBS, TNT, A&E, SCI-FI, The Weather Channel, USA Network, Discovery Channel, AMC, BET, Telemundo, and Univision. The contractor is responsible for all equipment maintenance and repair at no additional cost, replacement of any lost channels at no cost to the institution, and must respond to service requests within four hours and complete repairs within 24 hours. A 0% MBE goal and 0% VSBE goal have been established, with a Small Business Preference of 5% for small business, 7% for veteran-owned small business, and 8% for disabled-veteran-owned small business. Written questions must be submitted to Procurement Officer Larquana Bryan at Larquana.Bryan@maryland.gov by 9:00 AM on December 18, 2025. The incumbent contractor information and pricing structure are not specified in this addendum document.

2 Contractor Requirements: Scope of Work

2.1 Summary Statement

2.1.1 This Invitation for Bids (IFB) is issued to procure the services, as specified in this Section

2, from a contract between the successful Bidder and the State of Maryland (“State”): to provide Satellite Television Programming (with headend equipment) services comparable in scope, type, size, magnitude and complexity as required in this IFB for five (5) years, with no renewal option periods for the Eastern Shore Correctional Institution (ECI) and the Eastern Shore Correctional Institution- Annex (ECI - Annex).

It is the State’s intention to obtain services, as specified in this IFB, from a contract between the selected Bidder and the State.

2.1.2 This is a single award IFB. See IFB Section 4.21 Bid Evaluation Criteria and Award Basis for more Contract award information.

A Contract award does not ensure a Contractor will receive all or any State business under the Contract.

2.2 Background and Purpose

The Eastern Correctional Institution (ECI) is located at 30420 Revells Neck Road, Westover, Somerset County, Maryland 21890. The Eastern Correctional Institution-Annex (ECI-Annex) is located at 30430 Revells Neck Road, Westover, Somerset County, Maryland 21890. These institutions are medium and minimum-security correctional facilities operating under the Department’s Division of Correction. The institutions presently house a combined Average Daily Population (ADP) of three thousand two hundred and forty-six (3,246) incarcerated individuals and employ approximately seven hundred and eighty-eight (788) Department of Public Safety and Correctional Services (DPSCS) employees.

The purpose of this IFB is to solicit bids to obtain services from qualified contractors to provide satellite television programing services for the ECI and the ECI-Annex. The Contractor is responsible for providing the reception of the agreed upon channel line-up and transmitting this programming from the Communication Room located in the East Gatehouse to the two institutions listed above.

The Contractor shall provide, install, and maintain all necessary headend equipment, and/or satellite dish(es) that is connected to the headend equipment at the location indicated above.

Our current facilities have been pre-wired with an in-house cable distribution system that is currently connected to functioning analog headend equipment. The head end equipment will provide reception for multiple signals (as described below in more detail) and retransmit those signals to its specific receiver on the in-house cable distribution system. This existing headend equipment shall continue to be used under this contract to provide service unless replacement becomes necessary. Should any existing headend components fail or are no longer able to reliably deliver the required services during the contract term as determined by the Contract Monitor, the Contractor shall replace them with analog-compatible equipment necessary to maintain service. Additionally, if new headend equipment is needed by a programmer due to new technology, the Contractor will be responsible for furnishing and installing the new updated headend equipment to ensure the supply of agreed channels for the length of the contract.

Satellite television programming will serve approximately three thousand (3,000) televisions across ECI and the ECI-Annex.
