About this file
This document is a Pre-Proposal Information Session presentation for the City of Long Beach's Produce to Market RFP (LBRA RFP HE-22-174), part of the city's Nutrition Security Initiatives program. The city seeks to support one or more qualified organizations to plan, implement, and evaluate a sustainable program enabling small, medium, and convenience markets to procure fresh produce at prices comparable to larger grocery markets. The program must focus on recruiting at least six markets within designated priority zones identified on the provided census tract map. Organizations must be legal entities or sponsored by fiscal agents capable of entering contracts with the city and must demonstrate capacity to plan, implement, and evaluate the proposed program. The pre-proposal information session was held on January 26, 2023, with interpretation available in Spanish, Khmer, and Tagalog. Questions were due January 31, 2023, at 11:00 AM, with a Q&A posting scheduled for February 7, 2023. Proposals were due February 16, 2023, at 11:00 AM. The contract period runs from the date of execution through September 30, 2024.
The maximum award is $250,000 per organization. This is a reimbursement grant with all approved budgeted costs reimbursed upon receipt of invoices, progress reports, and supporting documentation approved by the Long Beach Department of Health and Human Services. Awardees may request up to 20 percent advance payment to cover startup costs. The program's goals include improving access and consumption of fresh produce, contributing to a resilient food system, incentivizing participation in the Long Beach Healthy Market Partnership Program, expanding markets accepting CalFresh, EBT, and WIC, and supporting local market owners. Produce must be seasonal, available, and culturally relevant to meet community needs. Proposals are evaluated on a weighted scale: Scope of Work (40%), Budget and Cost Effectiveness (25%), Organizational Capacity and Experience (20%), Evaluation Plan (10%), and Sustainability (5%). Organizations scoring above 60 percent proceed to interviews, while those scoring 40 to 59 percent may be selected for interviews. Final award recommendations are made following interviews. The indirect cost rate cap is 10 percent, with any federally or state-approved rates exceeding this amount capped at the 10 percent maximum.

Q&A
Question: As a nonprofit organization, is there an exception to the 5% indirect cost allocation in the budget if we have a federally approved rate?
Answer: An addendum has been posted and the approved rate increased to 10%. A rate higher, approved by the Federal or
State government cannot be used to exceed a rate of 10%.
Question: A narrative acknowledgment states that only produce will be reimbursed. Is this in any way a reimbursement grant?
Answer: Yes, this is a reimbursement grant. All approved budgeted costs will be reimbursed once an invoice, progress report, and all supporting documentation are received and approved by the LBDHHS.
Awardees may request up to 20% “advance payment” of their total award amount to assist with start up costs and provide documentation to justify how funds were spent.
Question A: Does this grant allow produce/inventory purchases?
Question B: In any case, what qualifiers are there for the type of produce markets should procure?
Answer A: Response pending clarification on question.
Answer B: Seasonal, available, culturally relevant produce to meet the needs of their unique neighborhoods and communities.
