About this file
This is an Addendum No. 1 to Request for Proposals HE-22-174 issued by the City of Long Beach, Department of Financial Management, dated February 7, 2023, for the Produce to Market program. The addendum provides clarifications and updates to the original RFP through a question-and-answer format. The City anticipates awarding grants to up to two organizations, which may submit joint proposals if desired. Selected organizations will be responsible for identifying and recruiting six additional farmers markets in priority zones to join an existing partnership of three markets, with one additional market currently being recruited. The produce procured must be seasonal, available, and culturally relevant to meet the needs of unique neighborhoods and communities, though it need not be organic or exclusively California-grown. All proposers must acknowledge receipt of this addendum by signing and submitting it with their proposals, or risk disqualification.
The total potential funding amount is up to $250,000, distributed among selected awardees as a reimbursement grant. Awardees may request up to 20 percent advance payment of their total award to assist with startup costs, with remaining costs reimbursed upon submission of invoices, progress reports, and supporting documentation approved by the City. The indirect cost allocation rate has been increased from 5 percent to 10 percent, which serves as the maximum allowable rate for nonprofit organizations, even if they hold a higher federally or state-approved indirect cost rate. An updated cost template and pre-proposal meeting materials, including recorded session access, have been uploaded to Long Beach Buys for proposer reference.

The questions and answers are as follows:
1. Q: As a nonprofit organization, is there an exception to the 5% indirect cost allocation in the budget if we have a federally approved rate?
A: An addendum has been posted and the approved rate increased to 10%. A rate higher, approved by the Federal or State government, cannot be used to exceed a rate of 10%.
2. Q: A narrative acknowledgment states that only produce will be reimbursed. Is this in any way a reimbursement grant?
A: Yes, this is a reimbursement grant. All approved budgeted costs will be reimbursed once an invoice, progress report, and all supporting documentation are received and approved by the City. Awardees may request up to 20% advance payment of their total award amount to assist with start up costs and provide documentation to justify how funds were spent.

3. Q: Does this grant allow produce/inventory purchases? In any case, what qualifiers are there for the type of produce markets should procure?
A: The qualifies are seasonal, available, culturally relevant produce to meet the needs of their unique neighborhoods and communities.
4. Q: What is the reasoning behind funding two organizations?
A: The City anticipates funding up to two organizations based upon available funds.
5. Q: Is there a way to award to more organizations? Is $200,000 a set amount?
A: The potential funding amount is up to $250,000. The City is seeking to potentially fund up to two organizations at this time. Organizations are allowed to propose together if desired.
6. Q: Produce does not need to be organic or CA grown solely, correct?
A: That is correct. A local system may be ideal, but the City will consider all proposals.
7. Q: How many markets are asking for this / currently in the partnership?
A: City is currently working with three markets, and is actively working on recruiting one additional market. As part of this RFP, the City is looking for an organization(s) to identify and recruit six additional markets in priority zones.
