About this file
This is a Narrative Proposal Template for the Long Beach Affordable Fresh Produce to Markets Request for Proposals issued by the City of Long Beach, California. The template guides organizations seeking to establish sustainable systems that enable participating markets in priority zones to purchase fresh produce at competitive wholesale prices. Proposers must complete the editable template and submit it as their narrative proposal, demonstrating organizational capacity to plan, implement, evaluate, and track progress throughout the contract term. The proposal requires identification of key personnel including a Project Lead, Implementation Lead, Evaluation Lead, and Fiscal Management Lead, with resumes or brief bios attached; these roles may be filled by the same individual or distributed among multiple people.
The proposal framework requires organizations to select one of three approaches: establishing a food hub system that leverages group purchasing power, creating a centralized ordering system that directly connects growers and vendors with markets, or proposing an alternative approach that achieves competitive wholesale pricing. Proposers must detail their planning phase (including produce sourcing and delivery methods), implementation phase (order placement, payment processes, market incentives, and promotion strategies), evaluation methodology, and sustainability plans beyond the contract term. All promotional materials must be translated into Spanish, Khmer, and Tagalog at minimum. Organizations must document their capacity for fiscal management, metrics tracking, and bi-monthly reporting with required demographic information. Only fresh produce expenses are eligible for reimbursement, and all budget modifications and expenses require pre-approval and appropriate backup documentation. Subcontractors, if used, must be reported to the City with proof of payment.

Method of Approach
1. Category–Please check one (1) option below that best describes your proposed program.
· Funds will be used to establish a sustainable system that allows participating markets to benefit from “group purchasing power”, such as establishing “food hubs” that can serve as regional distribution centers to reduce transportation cost and increase purchasing power for individual markets
· Funds will be used to establish a sustainable system that allows participating markets to benefit from “increased purchasing power” by directly connecting growers/vendors with markets through a centralized ordering system and providing an option to pick up and/or have delivered low-cost locally grown and culturally relevant produce to participating markets.
· OTHER: please describe below an approach that accomplishes the goal of establishing a system for participating markets to purchase and receive fresh produce at competitive wholesale prices. Please describe in 1-2 sentences below:
2. Planning Phase- Please describe the planning phase of your proposed program. In your description, describe key steps and objectives and how these activities are required to implement and/or evaluate the proposed program. (Word count limit 300)
a. Where will your organization get the produce? (Please include who will do this, how it will be done and how often, and what backup documentation you will be able to provide.)
b. How will markets receive the produce? (Please include who will do this, how it will be done and how often, and what backup documentation you will be able to provide.)
3. Implementation Phase- Please describe the implementation phase of your proposed program. In your description, describe key steps and objectives and how these activities will help to achieve your overall program goal(s). (Word count limit 300)
a. How will markets place their orders? (Please include who will do this, how it will be done and how often, and what backup documentation you will be able to provide.)
b. How will payments be made to wholesaler/farm/vendor etc. And how will markets make their payments? (Please include who will do this, how it will be done and how often, and what backup documentation you will be able to provide.)
c. Market Incentives- Please describe how proposed program will incentivize markets to join the Long Beach Healthy Market Partnership Program (Example: reduced participation or delivery fee, etc.) (Word count limit 300)
d. Promotion and Communication- Please describe your promotion plan including how you plan to promote and engage markets to participate. (Word Count Limit 300.)
e. Promotion and communication materials, such as flyers, educational materials and other promotional materials, must be translated into Spanish, Khmer, and Tagalog (other languages if necessary to reach target population). Please indicate below if your organization can translate written material in the following languages:
☐ Spanish ☐ Khmer ☐ Tagalog ☐ Other: __________________________________
4. Evaluation Phase- Please describe how process and impact evaluation will be conducted and utilized throughout the contract term. (Word count limit 300) Comment by Augusta Gudeman [2]: Given that evaluation plan is only 10% of weighted materials, feels like there are a lot of questions related to it. Can you combine 4., 4a, and 5 together in one?
(side note: 4b doesn’t seem to me related to Evaluation, it seems related to planning and implementation. Recommend moving it up to those sections) Comment by Christina Reid: @Augusta Gudeman We will combine 4 and 4a, and move b Comment by Christina Reid: @Ciro Aguilar how does this sounds I condensed the questions into 2 instead of 4 Comment by Ciro Aguilar [2]: Sounds great! Flows well. Comment by Ciro Aguilar [2]: Comment by Ciro Aguilar [2]:
a. Tracking and Reporting- Please describe the organization's capacity to manage and report the fiscal, metrics, and progress of the proposed program throughout the funding period? What systems will be utilized for these requirements? (Please include who will oversee this, and how it will be provided to the City.)
5. Sustainability- Please describe how the proposed program will be sustainable after the end of the contract term. (Word count limit 300)
