About this file

This document is an addendum to the FAMLI Full-Service Communications and Marketing Services contract opportunity issued by the state of Maryland. The addendum provides clarification on the prime minimum qualifications, stating that the experience requirements apply to the vendor bidding as the prime contractor, as they will be the contract holder. The prime must have experience developing and executing advertising campaigns for statewide or large-scale awareness initiatives, as well as experience designing websites for WordPress or SharePoint content management systems. Offerors must provide three reference letters from the past five years to demonstrate this experience.

The FAMLI program needs a strong brand identity to raise awareness among Maryland workers and employers, especially ahead of the initial compliance deadlines in July 2025 and benefits launch in July 2026. The branding and marketing efforts will need to speak to a diverse set of stakeholders and evolve over time to accommodate changes in program design and processes. The state will be contracting with the prime, who is expected to partner with a certified Maryland Minority Business Enterprise (MBE) or Veteran-Owned Small Business Enterprise (VSBE) subcontractor.

1.1.2 The Offeror shall have experience designing websites for either the WordPress or SharePoint web content management systems.

Requirement: As proof, the Offeror shall provide with its Proposal three (3) reference letters from the past five (5) years that attest to the Offeror’s experience. All reference letters must be on the company letterhead and include the date of services and nature of the project.
