About this file

This document is an Addendum to a state and local contract opportunity in Maryland, providing information about Minority Business Enterprise (MBE) and Veteran-Owned Small Business Enterprise (VSBE) requirements. The Addendum answers several key questions regarding the MBE and VSBE goals, including that a certified MBE firm may perform up to 50% of the overall MBE goal with its own workforce, only Maryland-certified MBEs and VSBEs can be used to fulfill the subcontract goals, and that a waiver can be requested if the goals cannot be met through good faith efforts. It also provides information on where to find lists of certified MBEs and VSBEs in Maryland.

The related state and local contract opportunity is for "FAMLI FULL-SERVICE COMMUNICATIONS AND MARKETING SERVICES" in Maryland. The contract requires developing a strong brand identity for the new FAMLI system, which will need to speak to a diverse set of stakeholders including workers and employers. The branding and marketing needs will fluctuate over time, with the highest needs being ahead of the initial compliance deadline and the launch of benefits. The brand should help employers and workers identify the new system, understand its requirements, and get excited about its benefits.
