About this file

The document provides Accessibility Guidelines for web pages and products developed for the Maryland Division of Family and Medical Leave Insurance (FAMLI) program. At a minimum, these web pages and products must fulfill the requirements of the Maryland Information Technology Nonvisual Access (MD IT NVA) Regulatory Standards, meet WCAG 2.2 AA standards, and meet specific WCAG 2.2 AAA requirements. The guidelines also specify that the web pages and products must be designed mobile-first, functional across a variety of mobile devices and screen sizes, follow federal plain language guidelines, and have the capacity to support content in multiple languages.

The related state and local contract opportunity is for FAMLI FULL-SERVICE COMMUNICATIONS AND MARKETING SERVICES. The purpose is to develop a strong brand identity for FAMLI that will raise awareness among Maryland workers and employers, especially ahead of compliance deadlines and benefits launch. The brand and marketing strategies must speak to diverse stakeholders, and the branding and marketing needs will fluctuate over time with the highest needs being around the first compliance deadline and benefits launch. The core messaging of the brand will need to evolve to drive knowledge, compliance, and benefits awareness.
