About this file
This is a prevailing wage footnotes document issued by the Connecticut Department of Labor Wage and Workplace Standards Division, effective July 1, 2025, applicable to state and local contract opportunities in Connecticut, including the Town of Manchester's Traffic Signal Maintenance project (Bid No. 26/27-13). The document provides detailed benefit requirements for various skilled trades and occupations commonly employed on construction and maintenance projects within the state. These occupations include bricklayers, cement masons, concrete finishers, stone masons, dredging workers, elevator constructors, glaziers, power equipment operators, ironworkers, laborers in tunnel construction, roofers, sprinkler fitters, and truck drivers engaged in heavy and highway construction or building construction activities. The footnotes clarify specific paid holiday schedules, vacation pay calculations, and eligibility requirements for each occupation category, with variations based on county jurisdiction and length of service.
The prevailing wage benefits outlined must be paid at the appropriate prevailing wage rate for each listed occupation and apply when the benefits section of a wage schedule includes letter designations referencing these footnotes. Paid holidays vary by trade, ranging from specific national holidays such as New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day, to trade-specific observances like Good Friday for certain occupations. Vacation benefits are calculated as a percentage of the straight-time or basic hourly rate, with amounts ranging from 6% to 8% depending on tenure and occupation. Eligibility for holiday pay is conditioned on various requirements, including continuous employment for specified periods prior to the holiday, working scheduled days immediately before and after the holiday, and minimum service thresholds ranging from 15 to 20 working days depending on the trade. These prevailing wage requirements apply to bidders and contractors responding to the Town of Manchester's sealed bid solicitation, which closes November 6, 2026.
