About this file
This file is a presentation from a Bidders Conference for the Statewide Cybersecurity Resources Request for Proposal (RFP BPM057598), issued by the State of Maryland's Department of General Services, Office of State Procurement, in coordination with the Department of Information Technology. The solicitation seeks highly skilled professionals and teams to deliver advanced cybersecurity and privacy services across three functional areas: Oversight and Governance; Architecture, Engineering, and Implementation; and Protection and Defense. Offerors may respond to only one functional area. Services encompass governance structure establishment, risk management, compliance frameworks, secure technical environment design and deployment, and advanced defensive threat detection and response capabilities. The Bidders Conference was conducted to provide guidance to potential offerors on proposal submission requirements and evaluation criteria. The closing date for written questions is August 17, 2026, at 2:00 PM Local Time, with proposals due by September 18, 2026, at 2:00 PM Local Time via the eMMA system. No late proposals will be accepted. Offerors may be required to make oral presentations at a date to be determined.
Proposals must be submitted in two separate volumes: Volume I (Technical Proposal) and Volume II (Financial Proposal), with financial proposals using the price sheet format specified in Attachment B. Proposals that commingle technical and financial responses will be deemed non-susceptible for award. The State has established a Minority Business Enterprise (MBE) subcontracting goal of 15% and a Virginia Small Business Enterprise (VSBE) goal of 3% for each functional area. Failure to include completed MBE and VSBE forms will result in a determination that the proposal is not susceptible for award. The State reserves the right to utilize a down select process, advancing the six most advantageous proposals in each functional area to the next phase of technical evaluation based on past performance and reference letters. The evaluation criteria include offeror's understanding of the functional area's scope, qualifications and capabilities, experience and qualifications of proposed staff, demonstration of success in sourcing and providing resources, economic benefit to the State of Maryland, and MBE/VSBE participation and compliance.
