About this file
This is Amendment #2 to Request for Proposal (RFP) Number BPM057598 issued by the State of Maryland Department of General Services, Office of State Procurement, for Statewide Cybersecurity Resources. The amendment extends the solicitation closing date from September 18, 2026 at 2:00 pm to October 2, 2026 at 2:00 pm, providing bidders with additional time to prepare and submit their proposals. The amendment clarifies submission requirements by including three attachments that must be incorporated into the proposal package: Attachment M (List of Current or Prior State Contracts), Attachment P (Prime Contractor List of ALL Subcontractors Anticipated/Used During Contract), and Attachment N (Legal Action Summary), which correspond to specific tabs in the technical proposal submission.
The amendment also removes references to two previously specified attachments from the RFP. Attachment L (Reference Checks) is struck, with offerors instead required to provide reference letters in a format containing all information noted in Section 5.3.2 Table A, Tab I. Attachment Q (Labor Resume Form) is also struck, clarifying that resumes for resources other than Key Personnel should not be submitted with the Technical Proposal but must be provided as requested during Work Order submissions. Acknowledgment of this amendment is required in accordance with COMAR 21.05.02.08, and failure to acknowledge may result in proposal rejection.
