About this file

This file is an appendix of abbreviations and definitions for an Invitation for Bid (IFB) or Request for Proposals (RFP) issued by the State of Maryland's Department of General Services (DGS) for a Statewide Cybersecurity Resources contract opportunity. The document establishes standardized terminology and definitions applicable throughout the solicitation process, including key terms such as Bid/Proposal, Bidder/Offeror, Contractor, Contract Monitor, Procurement Officer, and Notice to Proceed (NTP). The definitions clarify operational parameters including Normal State Business Hours (8:00 a.m. to 5:00 p.m., Monday through Friday, excluding State Holidays in the Eastern Time Zone), Business Days, and contract administration functions. The appendix also defines specific data protection and security-related terms including Personal Information (PI), Personally Identifiable Information (PII), Protected Health Information (PHI), Sensitive Data, Data Breach, and Security Incidents, which are critical to understanding compliance requirements for the contract.

The document further defines certification and business classification terms including Minority Business Enterprise (MBE) as certified under Maryland Department of Transportation regulations (COMAR 21.11.03) and Veteran-owned Small Business Enterprise (VSBE) as verified by the United States Department of Veterans Affairs Center for Verification and Evaluation. Additional defined terms include Total Bid/Proposal Price, Bid Package, eMMA (eMaryland Marketplace Advantage, the State's eProcurement system), and Work Order, which establish the framework for proposal submission, evaluation, and contract execution. The effective date of this appendix is July 2024, and it serves as a foundational reference document ensuring consistent interpretation of terms throughout the IFB/RFP process and subsequent contract administration.
