About this file

This is an Electronic Transaction Fee Appendix document applicable to Department of General Services (DGS)-controlled procurements in Maryland, including Statewide and Agency-Specific Contracts. The appendix establishes mandatory reporting and fee payment requirements for contractors engaged in sales under these contracts, effective January 2026. Contractors are required to submit monthly usage reports documenting all contract sales and remit associated fees within specified timeframes.

Contractors must remit an electronic transaction fee equal to one percent (1%) of the total invoiced amount for all sales during each reporting period, calculated on the gross invoice amount less any returns or credits. The fee must be submitted no later than forty-five (45) calendar days after the end of each reporting period, either via ACH transfer to the Comptroller or by check to the Department of General Services, Fiscal Services Division at the specified Baltimore address. Contractors must simultaneously submit a Microsoft Excel-formatted Monthly Usage Report to the designated email address. The fee must be incorporated into contract unit prices and cannot be charged separately to customers or identified as a distinct line item. Failure to timely and accurately remit electronic transaction fees constitutes default under the contract.
