About this file

This is a Preliminary Question and Answer Sheet addressing inquiries regarding a Request for Quotation (RFQ) for Fire Alarm and Fire Suppression Maintenance & Repair Services at the Southeast Louisiana Veterans Health Care System main campus in New Orleans, Louisiana.

The contract requires contractors to maintain a Notifier NFS2-640 fire alarm system with FireWorks software and provide preventative maintenance and repair services only—inspections are not included. Contractors must be OEM-authorized service companies with NICET Level III fire alarm certification for all technicians performing service or inspection work, along with manufacturer certification as an authorized representative. The contractor must provide 24/7 emergency call-back service with on-site response within two hours of notification and normal and overtime hourly rates for emergency services. A Program Manager/Agent employed by the prime contractor must be available 24/7 for emergencies and callbacks and is required to escort all subcontractors on-site; however, the Contracting Officer's Representative (COR) will serve as escort due to security protocols that prohibit issuing keys or badges. The system includes approximately 6,749 fire alarm devices and 4,000 sprinkler devices across 15 buildings and Fisher House on the main campus only—no clinics are included. Backflow preventers within the sprinkler system must be certified annually. The RFQ is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 561621, with responses due electronically by November 4, 2026, at 10:00 a.m. Central Time to Marcus.Sidney@va.gov, and all inquiries must be submitted by October 28, 2026.
