About this file

This document is a Pre-Bid Conference Agenda for the City of Clearwater's Public Utilities Department, specifically for the "Water, Reclaimed Water and Well Repair & Improvements" project (Bid No. 25-0027-UT). The project involves point repair infrastructure work for water, reclaimed water, and wells, with a contract period of one year from the Notice to Proceed and three optional one-year renewals. The pre-bid conference is scheduled for September 3, 2025, via Zoom, with the bid opening set for September 24, 2025, at 2:00 p.m. EDST, and the contract award planned for November 10, 2025. Prospective bidders must be pre-qualified with the Engineering Department's Construction Division in the Water/Reclaimed Water Distribution Mains category, with a minimum qualification amount of $4,000,000.00.

Bidders are required to submit their proposals through OpenGov, including a completed bid tabulation sheet with a 10% contingency, a proposal bond, and necessary licenses from FDOT, the State of Florida, and Pinellas County. The project emphasizes accuracy in bid submissions, with careful review of quantities and costs. All questions and communications regarding the bid must be posted on the OpenGov platform, and the official cost estimate will remain confidential until the contract is executed or the project is no longer under active consideration, in accordance with Florida Statute 337.168(1).
