About this file

This document is a 2024 Annual Monitoring Results Report for a Class I Concentrate Injection Well prepared by WSP for the City of Clearwater's Reverse Osmosis Water Treatment Facility No. 2 (RO2), submitted to the Florida Department of Environmental Protection (FDEP). The report details the operational and monitoring data collected from January through December 2024, focusing on the injection well (IW-1) and two monitoring wells (UZMW-1 and LZMW-1). The RO2 facility operated periodically with one skid due to source water quality issues, producing an average of 2.559 million gallons per day (mgd) and blending concentrate from Reverse Osmosis Water Treatment Facility No. 1 (RO1) throughout the year.

The monitoring data reveals that the average injection rate was 0.71 mgd, with daily rates ranging from 0.40 to 1.55 mgd. Water levels in the monitoring wells fluctuated consistently, responding to injection rate changes, seasonal rainfall, and sampling events. Water quality analysis showed variations in chloride, sulfate, and total dissolved solids (TDS) concentrations across the injection well and monitoring wells. The report concludes that the injection well system meets the compliance standard for water quality changes in the Underground Source of Drinking Water (USDW), with no significant impacts observed from the injected concentrate. The annual fall-off test was performed on July 30, 2024, and the specific injectivity was calculated at 132.36 gpm/psi.

EXECUTIVE SUMMARY

The 2024 Annual Monitoring Results Report was prepared for the Class I Concentrate Injection Well at the City of Clearwater Reverse Osmosis Water Treatment Facility No. 2 (RO2). The report was prepared in accordance with condition III. A.3 of Florida Department of Environmental Protection (FDEP) Class I Injection Well Operating Permit No. 0306496- 007-UO/1X and includes a summary of the results of the operating and monitoring data collected during the period of January through December 2024.

In 2024, the RO2 facility operated periodically with one skid due to operational issues related to source water quality. RO2 produced an average of 2.559 mgd in 2024. Concentrate from Reverse Osmosis Water Treatment Facility No. 1 (RO1) was blended into the source stream and treated at RO2 throughout 2024. The RO1 facility was operated at an average of 3.338 mgd and produced approximately 354,500 gallons per day (gpd) of concentrate during 2024.

The annual average water level was 11.63 feet North American Vertical Datum (NAVD88) in the upper zone monitoring well (UZMW-1) and 13.55 feet NAVD88 in the lower zone monitoring well (LZMW-1). Daily average water levels ranged from

10.38 feet to 14.01 feet NAVD88 in UZMW-1 and 11.79 feet to 16.64 feet NAVD88 in LZMW-1. Water levels in both wells decreased during the dry season and increased during the wet season. Water levels were highest in both wells in the beginning of October due to seasonal rainfall and the short-term increase in injection rate. The water level in LZMW-1 was higher than that in UZMW-1 throughout 2024. The differentials in water level between the two monitoring was approximately 1.92 feet throughout the year on average.

Chloride, sulfate, and TDS concentrations for the injected concentrate (IW-1) ranged from 3,260 to 5,040 milligrams per liter (mg/L), 327 to 527 mg/L, and 6,560 to 11,300 mg/L, respectively during 2024. The annual average concentrations were 4,058 mg/L, 408 mg/L, and 8,985 mg/L, respectively. Fluctuations in concentrate water quality are due to variations in water quality of the source water stream to the RO facility prior to the concentrate being sampled.

Chloride, sulfate, and TDS concentrations in UZMW-1 ranged from 2,670 to 3,890 mg/L, 351 to 399 mg/L, and 5,420 to 6,480 mg/L, respectively, in 2024. The annual average chloride, sulfate, and TDS concentrations were 2,895 mg/L, 366 mg/L, and 5,872 mg/L, respectively. None of these parameters showed an overall trend during 2024.

Chloride, sulfate, and TDS concentrations in LZMW-1 ranged from 2,850 to 4,050 mg/L, 427 to 529 mg/L, and 7,520 to 9,380 mg/L, respectively, in 2024. The average concentrations were 3,760 mg/L, 488 mg/L, and 8,308 mg/L, respectively.

No overall trends were observed for chloride or sulfate, and a slight increasing trend was observed for TDS.

The compliance standard for water-quality changes in the USDW (monitored by UZMW-1) is that injection shall not cause an exceedance of a Primary Drinking Water Standard. All the Primary Drinking Water parameters included in the monitoring plan exceeded the maximum contaminant level (MCL) in the background samples collected when the wells were constructed.

Gross alpha and radium 226/228 levels in LZMW-1 are lower than that in UZMW-1, and the levels in both wells are lower than that in the injected concentrate. This indicates that the injected concentrate is not affecting radionuclide levels in LZMW- 1 and water in the USDW is naturally higher in gross alpha and radium 226/228. Analysis for uranium concentrations were included in the monitoring plan in 2024. Average uranium concentrations in UZMW-1 and LZMW-1 were 0.31 and 38.7 µg/L, respectively, while the average concentration in the injected concentrate was 0.6 µg/L. This indicates that uranium occurs naturally in the LZMW-1 at significantly higher concentration in the UZMW-1 and that water from the non-USDW zone is not impacting water quality in the USDW zone. Therefore, the water quality data indicate that the injection well system meets the compliance standard for water quality changes in the USDW.

1 INTRODUCTION

1.1 PURPOSE

This 2024 Annual Monitoring Results Report was prepared for the Class I Concentrate Injection Well at the City of Clearwater Reverse Osmosis Water Treatment Facility No. 2 (RO2). The report was prepared in accordance with condition III. A.3 of Florida Department of Environmental Protection (FDEP) Class I Injection Well Operating Permit No. 0306496-007-UO/1X (see Appendix A) and includes a summary of the results of the operating and monitoring data collected during the period of January through December 2024. The report includes a description of the facility operations, along with tables and graphs of operational and water-quality data collected in accordance with conditions III.B.1 and 2 of the permit. The report also includes a summary assessment of the monitoring data.

1.2 FACILITY DESCRIPTION

The RO2 facility is located approximately 0.5 miles north of the intersection of U.S 19 and State Road 60 in Clearwater, Florida (Figure 1). The facility is designed to treat up to 6.56 million gallons per day (mgd) of raw water resulting in 5.25 mgd of permeate and 1.31 mgd of concentrate. An additional 1.0 mgd of raw water from existing freshwater wells in the area and water from Pinellas County Utilities is blended with the permeate for a total finished flow of 6.25 mgd.

In 2024, the RO2 facility operated periodically with one skid due to operational issues related to source water quality. RO2 produced an average of 2.559 mgd in 2024. Concentrate from Reverse Osmosis Water Treatment Facility No. 1 (RO1) was blended into the source stream and treated at RO2 throughout 2024 with some intermittent short durations when RO1 concentrate was included in the injectate. The RO1 facility was operated at an average of 3.338 mgd and produced approximately 354,500 gallons per day (gpd) of concentrate during 2024.

The RO2 facility includes one Class I injection well (IW-1) and two monitoring wells (UZMW-1 and LZMW-1) (Figure 2).

The injection well is constructed with 48-inch diameter steel casing to a depth of 65 feet below land surface (bls), 40-inch diameter steel casing to 305 feet bls, 32-inch steel casing to 650 feet bls, 20-inch diameter (0.500-inch wall thickness) steel final casing to 724 feet bls, and 10.75-inch diameter fiberglass reinforced plastic (FRP) casing to 719 feet bls. The 12-inch diameter open borehole extends to a depth of 1,020 feet bls. The FRP injection tube was installed using the approved alternative procedure of grouting the tube in place instead of a fluid-filled annulus. The 10.75- inch OD (8.85-inch ID) FRP injection tube has a maximum capacity of 2.76 mgd at 10 feet/sec downhole velocity. A well construction diagram for IW-1 is shown on Figure 3.

Two monitoring wells were constructed to meet the monitoring requirements in Chapter 62-528.420 and 62-528.425. The upper zone monitoring well (UZMW-1) was designed and constructed to monitor water quality and water level above the base of the Underground Source of Drinking Water (USDW) as defined by the depth of water containing 10,000 mg/L total dissolved solids (TDS) concentration. The well is located approximately 117 feet to the east of IW-1 and is constructed with 14-inch diameter steel casing to a depth of 65 feet bls and 6-inch diameter PVC Certa-Lok casing to 360 feet bls. The open borehole monitored interval is from 360 to 400 feet bls. A well construction diagram for UZMW-1 is shown on Figure 4.

The lower zone monitoring well (LZMW-1) was designed and constructed to monitor water quality and water level just below the base of the USDW. The well is located approximately 107 feet to the east of IW-1 and is constructed with 14-inch diameter steel casing to a depth of 65 feet, and 6-inch diameter PVC Certa-Lok casing to a depth of 450 feet bls. The open borehole monitored interval is from 450 to 490 feet bls. A well construction diagram for LZMW-1 is shown on Figure 5.

2 MONITORING PROCEDURES

2.1 INJECTION WELLHEAD PRESSURE, FLOW RATE, AND

VOLUME

Wellhead pressure is measured by a pressure transducer installed on the discharge pipe at the wellhead and recorded by the SCADA system at the RO2 facility. Flow volume is measured continuously with a magnetic flow meter in the discharge pipe at the wellhead and recorded by the SCADA system. Wellhead pressure and flow are measured continuously and recorded simultaneously at 16-minute intervals. The recorded daily data are reduced to determine the daily minimum, maximum, and average well pressure and flow rates, and the average flow volume.

2.2 MONITORING WELL WATER-LEVEL DATA COLLECTION

The on-site monitoring wells are equipped with a combination of a GE Druck PTX 1830 pressure transducer and a Hach SC200 analog controller, which are connected to the SCADA system at the RO2 facility for real-time view of water levels, and storage of the data in the water plant historian. No malfunctions of the data loggers occurred in 2024.

2.3 MONITORING WELL WATER-QUALITY SAMPLING

The water-quality monitoring requirements for UZMW-1 and LZMW-1 are stipulated in FDEP Operating Permit No. 0306496- 007-UO/1X (see Appendix A). The monitoring wells are sampled monthly. The monitoring wells are equipped with a gantry system to install and remove a Grundfos Redi-Flow 3 pump in either monitor well. The pump is set at a depth of approximately 90 feet bls for purging and sampling. The pumps have a pumping rate of approximately 18 gallons per minute (gpm). A dedicated magnetic flow meter is installed to measure and totalize purged water flow. The wells are sampled by City staff. Well purging and sampling procedures used in 2024 are as follows:

(1) The wells are purged at approximately 18 gallons per minute (gpm) for one hour (UZMW-1) and 1.5 hours (LZMW-1), resulting in approximately two well volumes pumped prior to sampling (approximately 1,045 gallons for UZMW-1 and 1,310 gallons for LZMW-1).

(2) Grab samples are collected during purging and field measurements of pH, temperature, specific conductance, and dissolved oxygen are made and recorded on field log sheets.

(3) Purged water is blended with concentrate at the IW-1 wellhead before the flow meter.

(4) Water samples from both monitor zones are analyzed by a State certified laboratory for the list of constituents in Table 1. As part of the renewal of the permit in 2023, several parameters including dissolved oxygen, turbidity, nitrate+nitrite, ammonia, total organic carbon (TOC), total organic halogen (TOX), and uranium were added to the list of parameters for UZMW-1 and LZMW-1.

(5) Monitor well water-quality data are provided in the monthly operating reports submitted to the appropriate FDEP offices monthly.

2.4 INJECTION WELL SAMPLING PROCEDURES

The water-quality monitoring requirements for IW-1 are stipulated in FDEP permit No. 0306496-006-UO/MM, Specific Condition III. B. (1.) (see Appendix A). The injection well is sampled monthly. The injection wellhead is equipped with a sample tap for sampling the injectate concentrate. Sampling procedures are as follows:

CITY OF CLEARWATER

WSP

(1) Purging is not required for sampling of IW-1. Grab samples shall be collected and field measurements of pH, temperature, specific conductance are made prior to collection of the laboratory samples.

(2) Water samples from the injection well are analyzed by a State certified laboratory for the list of constituents in Table 1. As part of the renewal of the permit in 2023, several parameters including nitrate+nitrite, ammonia, TOC, TOX, and uranium were added to the list of parameters for IW-1.

(3) Injection well water-quality data are included in the monthly operating report submitted to the appropriate FDEP offices on a monthly basis.

3 MONITORING DATA

The following sections provide a summary of the operational physical and water-quality data collected from IW-1 and monitoring wells UZMW-1 and LZMW-1. Monitoring data are provided in tabular and graphical formats.

3.1 INJECTION RATE AND WELLHEAD PRESSURE

A graph of daily injection rate and average daily wellhead pressure is provided as Figure 6. A table of daily data is provided in Appendix B. A summary of the average, maximum, and minimum daily injection rates and wellhead pressures for 2024 are shown in Table 2. The average injection rate during 2024 was 0.71 mgd (491 gpm). The daily injection rate ranged from 0.40 to 1.55 mgd (275 to 1,077 gpm). As shown on Figure 6, the daily injection rate was approximately 0.5 mgd from January to the middle of February, and from mid-October through mid-December. The injection rate increased to approximately 0.8 mgd from mid-February through mid-October with a spike of approximately 1.5 mgd in early October. The higher injection rates during mid-February through mid-October were due to RO2 operating with two skids.

Daily wellhead pressure in IW-1 averaged 3.0 pounds per square inch (psi) and ranged from 1.6 to 5.0 during 2024 (Table 2).

As can be seen in Figure 6, wellhead pressure fluctuates randomly and independent of the injection rate except for the well head pressure peak that coincides with the injection rate peak in early October. The greater fluctuations in wellhead pressure were observed to start in 2021 when wellhead valve adjustments were modified to operate the well under vacuum conditions to maintain a full injection tube and cease air entrainment due to cascading water. This modification was described in the report Class I Injection Well Operation Permit Renewal – Monitoring and Area Review Report for Reverse Osmosis Facility No. 2, WSP December 2021.

3.2 MONITORING WELL WATER-LEVEL DATA

Daily water-level data from UZMW-1 and LZMW-1 are shown together with injection rate on Figure 7. A table of the daily average water-level data is provided in Appendix B. Water levels fluctuated consistently in both wells, responding to changes in injection rate, seasonal rainfall, and drawdown/recovery from monthly sampling events.

The annual average water level was 11.63 feet NAVD88 in UZMW-1 and 13.55 feet NAVD88 in LZMW-1. Daily average water levels ranged from 10.38 feet to 14.01 feet NAVD88 in UZMW-1 and 11.79 feet to 16.64 feet NAVD88 in LZMW-1.

Water levels in both wells decreased during the dry season and increased during the wet season. Water levels were highest in both wells in the beginning of October due to seasonal rainfall and the short-term increase in injection rate discussed in Section 3.1.

The water level in LZMW-1 was higher than that in UZMW-1 throughout 2024. The average difference in water level between the two monitoring wells was approximately 1.92 feet throughout the year.

3.3 IW-1 WATER-QUALITY DATA

A table of water-quality data collected from IW-1 during 2024 is provided in Appendix C. Annual average concentrations for each water-quality parameter are provided in Table 3. Graphs of the water-quality parameters analyzed are provided on Figures 8 - 19. Monthly chloride, sulfate and total dissolved solids (TDS) concentrations are shown on Figure 8. Chloride, sulfate, and TDS concentrations ranged from 3,260 to 5,040 milligrams per liter (mg/L), 327 to 527 mg/L, and 6,560 to 11,300 mg/L, respectively during 2024. The annual average concentrations were 4,058 mg/L, 408 mg/L, and 8,985 mg/L, respectively. The highest chloride, sulfate, and TDS concentrations were in June. Fluctuations in concentrate water quality are due to variations in water quality of the source water stream to the RO facility prior to the concentrate being sampled.

Potassium (Figure 9) and sodium (Figure 10) showed similar patterns in concentration during 2024. Potassium ranged from

43.8 to 85.5 mg/L and sodium ranged from 1,720 to 2,530 mg/L during 2024. The annual average concentrations were 57.2 mg/L and 2,048 mg/L, respectively. Concentration of both parameters were highest in June.

CITY OF CLEARWATER

WSP

Magnesium concentrations ranged from 186 to 314 mg/L in 2024 (Figure 11). The annual average concentration was 236 mg/L. The highest concentration occurred in June.

Calcium (Figure 12) and bicarbonate (Figure 13) showed a similar pattern in concentrations during 2024. Calcium ranged from 568 to 1,080 mg/L and bicarbonate ranged from 597 to 1,170 mg/L during 2024. The annual average concentrations were 805 mg/L and 896 mg/L, respectively. Concentration of both parameters were highest in November.

Iron concentrations (Figure 14) ranged from 0.144 to 0.676 mg/L with an average concentration of 0.377 mg/L.

Radionuclides (gross alpha, radium 226 and 228, and uranium) levels are shown on Figure 15. Gross alpha levels fluctuated between 23.7 and 47 picocuries per liter (pCi/L) throughout the year, with the maximum of 47 pCi/L occurring in October.

Radium 226 levels fluctuated from 13.3 to 23.3 pCi/L with the maximum of 23.3 occurring in February. Radium 228 levels ranged from 0.7 to 1.7 pCi/L for the year. Uranium ranged from 0.3 to 1.7 µg/L. Average gross alpha, radium 226, radium 228 were 32.6, 18.63, and 1.04 pCi/L, respectively. The average uranium concentration was 0.6 µg/L.

Nitrogen parameters are shown on Figure 16. Total Kjeldahl Nitrogen (TKN) concentrations ranged from 0.76 to 4.3 mg/L and averaged 1.99 mg/L. Nitrate+nitrite concentrations ranged from 0.2 to 1.7 mg/L and averaged 0.72 mg/L. Ammonia concentrations ranged from 0.35 to 2.4 mg/L and averaged 1.68 mg/L.

Total organic carbon ranged from 10.2 to 19.6 mg/L and averaged 14.4 mg/L (Figure 17). Total organic halogen concentrations ranged from 0.27 to 1.01 mg/L and averaged 0.57 mg/L (Figure 17).

Field parameters including specific conductance, temperature, and pH readings are shown on Figures 18 – 20, respectively.

Specific conductance ranged from 10,010 to 13,810 µmhos/cm. The annual average value was 11,459 µmhos/cm. Temperature ranged from 22.9 to 27.3o C and appeared to follow a seasonal pattern. Values of pH ranged from 7.4 to 7.8.

As now required for Annual Monitoring Reports, laboratory reports for a Primary and Secondary Drinking Water analysis for concentrate from RO1 and IW-1 (RO2 concentrate) are provided in Appendix D.

3.4 UZMW-1 WATER QUALITY

A table of water-quality data collected from UZMW-1 during 2024 is provided in Appendix C. Annual average concentrations for each water-quality parameter are provided in Table 3. Graphs of the water-quality parameters analyzed are provided on Figures 21 - 34. Chloride, sulfate, and total dissolved solids (TDS) concentrations are shown on Figure 21. Chloride, sulfate and TDS concentrations ranged from 2,670 to 3,890 mg/L, 351 to 399 mg/L, and 5,420 to 6,480 mg/L, respectively, in 2024.

Maximum concentrations for chloride, sulfate, and TDS occurred in June, April, and August, respectively. It should be noted that the maximum concentration for chloride is anomalous compared with the other 2024 concentration. The annual average chloride, sulfate, and TDS concentrations were 2,895 mg/L, 366 mg/L, and 5,872 mg/L, respectively. None of these parameters showed an overall trend during 2024.

4 ANNUAL FALL-OFF TEST

The required annual fall-off test was performed on July 30, 2024. The fall-off test form was provided in the July monthly operating report, and is included in this report as Appendix E. The wellhead was shut in for one hour prior to the start of injection. The wellhead pressure was constant at 0.69 psi, which represents the height of the water column in the discharge pipe above the pressure transducer. The static water level is below the top of the well under normal conditions. Concentrate was injected for 15 minutes at a rate of 800 gpm (1.15 mgd from flow meter). Wellhead pressure was 6.72 psi. Injection was stopped, and the wellhead pressure stabilized at 1.01 in 0.5 minutes for the fall-off test. Specific Injectivity was calculated at 132.36 gpm/psi.

5 SUMMARY EVALUATION OF

MONITORING DATA

In 2024, the RO2 facility operated periodically with one skid due to operational issues related to source water quality. RO2 produced an average of 2.559 mgd in 2024. Concentrate from Reverse Osmosis Water Treatment Facility No. 1 (RO1) was blended into the source stream and treated at RO2 throughout 2024. The RO1 facility was operated at an average of 3.338 mgd and produced approximately 354,500 gallons per day (gpd) of concentrate during 2024.

The average injection rate during 2024 was 0.71 mgd (491 gpm). The daily injection rate ranged from 0.40 to 1.55 mgd (275 to 1,077 gpm). A spike in injection rate greater or 1.5 mgd occurred in early October.

Water levels fluctuated consistently in both monitor wells, responding to changes in injection rate, seasonal rainfall, and drawdown/recovery from monthly sampling events. The annual average water level was 11.63 feet NAVD88 in UZMW-1 and

13.55 feet NAVD88 in LZMW-1. Daily average water levels ranged from 10.38 feet to 14.01 feet NAVD88 in UZMW-1 and

11.79 feet to 16.64 feet NAVD88 in LZMW-1.

RO2 concentrate TDS concentrations ranged from 6,560 to 11,300 mg/L and averaged 8,985 mg/L in 2024. RO1 concentrate was sent to the RO2 source stream throughout 2024, with some intermittent short durations when RO1 concentrate was included in the injectate. Fluctuations in RO2 concentrate water quality are due to variations in water quality of the overall source water stream to the RO facility prior to the concentrate being sampled.

Average chloride, TDS, and sulfate concentrations at UZMW-1 were 2,895 mg/L, 5,872 mg/l and 366 mg/L respectively for 2024. Average chloride, TDS, and sulfate concentrations increased slightly compared to 2023 averages. Average chloride, TDS, and sulfate concentrations in LZMW-1 were 3,760 mg/L, 8,308 mg/L, and 488 mg/L, respectively. Average chloride and sulfate concentrations decreased while TDS increased compared to average concentrations in 2023. Chloride, TDS, and sulfate concentrations in both wells continued to stabilize through 2024.

Average gross alpha and radium 226/228 levels in UZMW-1 were 23.6 pCi/L and 14.6 pCi/L respectively, in 2024. The average gross alpha level in 2024 is slightly higher than that in 2023 while the average radium 226/228 level is slightly lower. Average gross alpha and radium 226/228 levels in LZMW-1 were 20.6 and 7.63 pCi/L respectively, in 2024. The average gross average level in 2024 is slightly lower than that in 2023 while the average radium 226/228 level is slightly higher. Gross alpha and radium 226/228 levels in LZMW-1 are lower than that in UZMW-1, and the levels in both wells are lower than that in the injected concentrate. This indicates that the injected concentrate is not affecting radionuclide levels in LZMW-1 and water in the USDW is naturally higher in gross alpha and radium 226/228.

Analysis for uranium concentrations were included in the monitoring plan in 2024. Average uranium concentrations in UZMW-1 and LZMW-1 were 0.31 and 38.7 µg/L, respectively, while the average concentration in the injected concentrate was 0.6 µg/L. This indicates that uranium occurs naturally in the LZMW-1 at significantly higher concentration in the UZMW- 1 and that water from the non-USDW zone is not impacting water quality in the USDW zone.

Additionally, as demonstrated above, the radionuclide and uranium data indicate that the injected concentrate is not affecting LZMW-1, and there is a consistent difference in naturally occurring radionuclide and uranium levels between LZMW-1 and UZMW-1. Therefore, the water quality data indicate that the injection well system meets the compliance standard for water quality changes in the USDW.
