About this file

This is a Pre-Procurement Announcement (No. 2025-33) issued by the Office of Superintendent of Public Instruction (OSPI) in Washington state for School Bus Price Quotations. OSPI is soliciting competitive price quotes from school bus dealers for up to thirty (30) separate bus categories, with an anticipated contract period from September 1, 2025 to August 31, 2026. A pre-bid specification document review meeting is scheduled for June 30, 2025, during the Washington Association of Pupil Transportation Conference in Kennewick. The Request for Quotation (RFQ) will be issued on July 16, 2025, with proposals due by August 6, 2025, and OSPI plans to publish a vetted vendor list for local education agencies on September 1, 2025.

Following the competitive RFQ process, OSPI will publish a list of accepted price quotes, allowing local education agencies (including school districts, Educational Service Districts, public charter schools, and tribal compact schools) to purchase school buses directly from approved dealers without additional bidding. The bus categories span various types including Type A (gas, propane, and electric), Type C60 and C77 (48 and 71 passenger configurations in diesel, gas, propane, and electric), Type 60, Type D84 (78 passenger diesel and CNG), and Type D (84 passenger rear engine and electric models). Dealers must be registered with Washington Electronic Business Solution (WEBS) under specific commodity codes related to school buses, and OSPI emphasizes non-discrimination and compliance with the Americans with Disabilities Act throughout the procurement process.
